Description
NA This is a presolicitation synopsis for commercial items in accordance with Federal Acquisition Regulation (FAR) Parts 12, 13.5 and 15. The Volpe National Transportation Systems Center (Volpe Center), in support of the Iraq Provisional Authority, intends to purchase one (1) Railway Track Laying Train. The contract price will include the cost of delivery and final assembly. Delivery and final Government acceptance is in Baghdad, Iraq. The Track Laying Train shall consist of one (1) track laying machine with an eighteen (18) ton capacity crane; two (2) motorized flat cars, and at least one thousand (1,000) sliding rollers. This train is designed to place track panels and is sometimes identified as a Platov track panel laying machine. The train shall have: the capability of laying 2,468 feet (750 meters) of track per hour; a crane with a lift capacity of 18 tons mounted on a flat car having a capacity of 40 tons; and shall be powered by two diesel engines having an output of 162 hp (121 kw) each. The two motorized flat cars shall have a load carrying capacity of 45 tons. The track laying train, as a minimum, shall be in accordance with the requirements of the solicitation and shall be the manufacturer?s standard commercial product that has been marketed and in commercial field use for at least two years prior to the date of bid opening. Product improvements are acceptable. All Offerors in response to the notice accompanying this specification, shall submit proof that they (the Offeror) have marketed new track laying trains within the past two years prior to bid openin g. The solicitation is expected to be issued on or about June 30, 2004, with proposals due on or about July 21, 2004. The contract resulting from the solicitation will be Firm-Fixed-Price. The applicable NAICS Code is 336510. The Size Standard is 1,000 employees. Detailed specifications and minimum requirements will be set forth in the solicitation. The acquisition will be conducted using full and open competitive procedures. The subject solicitation and related documents will be available in electronic format only on the Volpe Center Acquisition Division home page on the World Wide Web. Paper copies of these documents are not available. These documents will be available in text format and reside on a WWW server which may be accessed using Web browsers. Offerors desiring to receive a copy of the solicitation and any related documents must register at this site to receive electronic notification of the solicitation posting and availability for downloading. Contractors are warned that when they register to receive solicitations, amendments, and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. Telephone requests will not be honored. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Departm ent of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
