- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Administrative Support Center intends to negotiate on a sole source basis with the University of Idaho, Fish Ecology Research Laboratory, Moscow, ID, for services to test new habitat classification standards in the Columbia River Estuary. The test shall include updating habitat maps of the estuary in accordance with the habitat classification standards, assess the strengths and weaknesses of the habitat classification standards for this mapping effort, and document a methodology that others can use when applying classification standards to other estuaries. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Procurement by less than full and open competition is necessary because of the unique capability of the University of Idaho, Fish Ecology Research Lab and its access to information on the Columbia River Estuary. The applicable NAICS is 541720. Note 22 applies.
