- NASA?s Goddard Space Flight Center (GSFC) intends to issue a sole source Request for Proposal (RFP) to MD Robotics for the development of a robotic grapple arm and a double-armed dexterous robot that would be needed to accomplish the hardware exchange during a potential spaceflight mission to service the Hubble Space Telescope (HST), called the HST Robotic Servicing and De-orbit Mission (HRSDM). NASA is contemplating conducting either the HRSDM or a mission for disposal only of the HST. If the HRSDM is approved, it must be accomplished before HST systems fail and the observatory goes into a scientifically useless tumble mode. All analysis and estimates set the timeframe for those system failures to begin to occur in late Calendar Year 2007. Therefore, the launch schedule for the HRSDM would be December 2007. The only known system with the high level of maturity needed to meet the critical HRSDM schedule requirements for integration, test, training, and launch is the MD Robotics Special Purpose Dexterous Manipulator (SPDM) Robot and Space Transportation System (STS)/Orbital Express (OE) robotic arm system, including respective packages of embedded flight software. Both of these system elements have been developed, tested, and provided for the International Space Station (ISS). In addition, the MD Robotics grapple arm has been developed and used for the Space Shuttle, and has also been developed for DARPA?s Orbital Express mission, which will demonstrate autonomous rendezvous and capture of a target vehicle. The Government does not intend to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See NASA Specific Note "B". See Notes 22 and 26. Statuatory authority for this sole source procurement is 10 U.S.C. 2304 (c)(1)--Only One Responsible Source. However, organizations that believe they can provide these services without any detrimental impact to the program schedules, may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact within 15 days after publication of this synopsis. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All qualified responsible sources may submit an offer, which shall be considered by the agency. Award of a contract as a result of the above-described RFP is contingent upon the availability of funds from which payment for contract purposes can be made.
