Description
The Naval Undersea Warfare Center Division, Newport, RI Platform & Payload Integration Department is developing a Rotary Electromagnetic Launcher (REML) system for potential insertion onto a submarine platform. The subject solicitation is limited to the desing, development, and demonstration of a portion of the REML system, specifically the high-density electrical energy storage system which will operate onboard of a submarine in a pulsed power application. This procurement is broken out into three (3) phases: The Government intended to process a competitive , unrestricted solicitation to provide engineering, design and management services to develop a preliminary design of a high-density energy storage system. Provide engineering, design and management services to develop a detailed design of a high-density energy storage system internal components. Provide engineering, design and management services to develop a detailed design of a high-density energy storage system cabinet. Provide engineering, technician, manufacturing and management services to manufacture full-scale Energy Storage Drawers and conduct Performance Testing at the contractor?s facilities OR provide engineering, technician, manufacturing and management services to manufacture full-scale Energy Storage Drawers and support Performance Testing at a Government facility. The Government intends to include several Options in the solicitation. Phase I, is for a preliminary design, Phase II, detailed design includes several Options dependent upon Government direction based on the results of Phase I. Phase III, manufacturing, engineering, technical and management services in the production of a first article high density electrical energy storage system and first article testing. The contractor shall be required to submit detailed, revised pricing and schedule for Phase III based on the detailed design that has successfully completed the Critical Design Review Process. The Government anticipates awarding Phases I and II on a cost-reimbursement basis and Phase III, Firm Fixed Price. The solicitation is anticipated to be released on the internet on or about 15 July 2004. ?This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.? Our department no longer issues solicitations or amendments in paper form.
