- The U. S. Army Research and Development Command (RDECOM) was provisionally established in March 2003 to enhance the rapid insertion of state of the art science and technology into the tactical forces of the U. S. Army. Within RDECOM, the U.S. Army R esearch Laboratory (ARL) has primary responsibility for conducting research at the basic and applied level to accomplish this goal. ARL works in coordination with the Research, Development and Engineering Centers (RDECs) of RDECOM, which have primary resp onsibility for engineering development at component and systems levels. The purpose of this effort will be for the contractor to provide Science and Technology Information Services in the Asia-Pacific Region. The following technical services shall be per formed by the Contractor in support of the ARL mission: Regular information service concerning S&T developments in the Asia Pacific region; Special reports on focused S&T topics selected by ARL; and Coordination of focused S&T visits to technology sources in the Pacific region (S&T Visits) and conduct technical fora (workshops, symposia, etc) on selected topics. Firm Fixed Price and Time and Material delivery orders shall be issued to perform the required efforts under this contract. The following labor categories are anticipated to be used for this effort: Program Manager, Administrator, Clerical, Senior Scientist, Scientist, Junior Scientist, Senior Analyst, and Analyst. The period of performance for this effort is for five years with an estimated contr act ceiling of $5,000,000.00. It is presently estimated that task orders up to $100,000.00 will be issued yearly based on funding availability. However, depending upon RDECOM requirements, orders may be issued up to $1,000,000.00 per year. The solicitat ion will be full and open. The North American Industry Classification System (NAICS) Code for this acquisition is 541990 - All Other Professional, Scientific, and Technical Services with a size standard of $6 million dollars in annual receipts. Only one contract award will be made under this solicitation. Interested parties are advised that there will be no paper copies of the solicitation issued. The solicitation will be made available on-line at http://w3.arl.army.mil/contracts/opport.htm, and solicit ation amendments, if any, will also be found at the same location. Offerors are responsible for checking the website to ensure they have latest information available concerning this acquisition. No telephone requests will be honored.
