Description
Work consists of, but is not limited to the following: The contractor shall furnish all labor, materials, tools, supervision, equipment, and perform all operations necessary to accomplish all work complete in place, as shown on the drawings, specified in the specification, or as needed to relocate the existing medium voltage (7.2/12.47 KV) overhead power distribution lines Circuit B in the area of Cody Avenue, Tully Street, McLean Street, and Independence Road and to relocate existing medium voltage overhead power distribution lines Circuit C along Letourneau Circle. Exiting overhead secondary lines feeding buildings and streetlights will be removed. New underground secondary power systems and new streetlights will be installed. Existing overhead communication lines will be relocated to underground systems. All work will be accomplished at Hurlburt Field, Florida. Hurlburt Field is an Air Force installation that is located in the Florida Panhandle mid-way between Panama City, Florida and Pensacola. This is an unrestricted acquisition. The North American Industry Classification System (NAICS) code for this project is 238210 with a size standard of $12M; the SIC code was 1731. This contract will be a ?Price Performance Trade-Off? contract; award will be made based on the ?Best Value? to the Government in accordance with FAR 15.101. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 235 calendar days. The estimated magnitude for this project is between $500,000 and $1,000,000. This is a ?straddle bid.? Funding is expected to be available for award in fiscal year 2004, or first quarter of fiscal year 2005. Payment and performance bonds will be required within ten days of contract award. The work is required in support of the 16th Civil Engineer Squadron. The contract will be a single award, Firm-Fixed-Price type contract. The issuance date for this solicitation is projected to be on/about 16 Jul 04. Prospective contractors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
