- The Department of Veteran Affairs, VA Heartland Network 15 Business Office, intends to negotiate a sole source procurement with Vilastic Scientific, Inc., Austin, TX, to provide a Vilastic-3 Viscoelasticity Analyzer, St. Louis, MO. The Government will consider any proposals for this equipment if received by June 22, 2004 2:00 PM CST. Faxed proposals will not be accepted. A determination based upon proposal responses to this notice is solely within the discretion of the Government.
