- This is a notice of intent to award a Sole Source Contract to Infrared Concepts Corporation to Inspect the Building on the attached schedule comprising 366,821 square feet of roofing located at the VA Hospital in Tampa, Florida. (1)Service Ariel Roof Inspection 366,821 Sq Feet . (2)Scale Report in standard architectural increments. (3)AutoCAD Base layered reports/layer identifying moisture areas. (4)Wall inspections of Building 30, Nursing Home. Identify sub-membrance moisture by photographically depicting thermal anomalies consistent with distinguishing between wet and dry insulation. The aierial photographer ? data collector will have at least 5 years capturing data for this application. The data analyst will have at least 5 years evaluating building envelope infrared imagery and overseeing the preparation of final reports. All roof imagery will be taken from a helicopter at a perpendicular line above the centerline of each 50,000 square foot roof area with a maximum deviation from the vertical to be less than 15 degrees. Roofs larger than 60,000 will be sectioned into report areas of less than 50,000 square feet. A daytime vertical image will be included in the report for each roof section of no more than 50,000 square feet. A night ?time thermogram will be captured and included in the report of each roof section of no more than 50,000 square feet. A daytime image of the entire site will be provided and included as a key to clearly indicate each area being inspected. The final report will be an analysis of the combination of the daytime imagery and night-time thermograms depicting a color photograph with the areas of probable moisture in red and possible moisture in yellow. The analyst will remove false positives. The reports will include the following features: North Indicator, Scaled in standard architechtual increments not to exceed 50 feet equals an inch, AutoCAD 2002 compatible drawing and importable data layers (base layer includes roof equipment and penetrations, Additional layers include probable and possible moisture identification). The report will be provided in a loose leaf letter size binder on glossy heavy photographic stock. The final report must meet6 or exceed ASTMC 1153-99 (American Society for Testing & Materials: Standard Practice for location of Wet Insulation in Rooding Systems Using Infrared Imaging). Minimum Specification for the Infrared Data Capture Device: Spectral Range: 3-5 microns, Detector: 320x256 InSb, Measurement Accuracy: .02 Degrees C, Thermal Sensitivity: Less than 25 Millikelvin, Acceptable Equipment: FLIR Ultra 7500, Mark II; INDIGO Merling or Phoenix. Proof of Insurance Required: Aircraft Liability: $1,000,000, General Liability: $1,000,000, Aggregate: $2,000,000, Professional Liability: $1,000,000, Workman?s Comp: $500,000. Wall Moisture Inspection: Building 30, Nursing Home, Same as above as relevant: Report does not require scaling or AutoCAD.
