PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCOD: V- Chemical Move Services - Potentials Sources Sought OFFADD: National Institutes of Health, Office of Procurement Management, 6011 Executive Blvd., Rockville, Maryland 20892-7260 SOL: DUE: 15 calender days after sources sought submission POC: Ms. Marcia Goldman, Contract Specialist, (301) 496-2302. DESC: The National Institutes of Health is conducting a market survey to determine the availability and potential technical capability of 8(a) and Hubzone small businesses. The intended procurement will be classified under NAICS code 562112, with a size standard of 10.5 million. The National Institutes of Health (NIH) is one of the twelve health agencies of the U.S. Department of Health and Human Services (DHHS). It conducts the world?s largest biomedical research program. The NIH is comprised of twenty seven institutes and centers, most of which are funded separately by Congress. The Division of Environmental Protection (DEP) is the division under the Office of Research Facility Development and Operations (ORFDO) at NIH and is responsible for providing Chemical Move Services. The ORFDO is under Office of Director (OD), one of the 27 institutes and centers comprising the NIH. The Chemical Move Services described herein are critical services that support the NIH mission of biomedical research. The chemical move service will cover the NIH Bethesda campus and NIH leased and owned facilities located in Maryland, Virginia and the District of Columbia. Independently, and not as an agent of the Government, the Contractor shall furnish, all labor, materials, vehicles, equipment, licenses (including Hazardous Material Transportation), permits, insurances, subcontracts, management, expertise and other resources necessary to safely sort the chemical based on the compatibility, package and transport government owned chemicals between locations on NIH installations located in Maryland, Virginia, and the District of Columbia. The chemical moves between noncontiguous installations involve transportation of chemicals over public highways and will require the Contractor to follow all applicable regulation of the U.S. Department of Transportation. Many of the chemicals are regulated as Hazardous Chemicals by the EPA, Maryland State, DOT etc. The predominant hazard classes represented are flammable liquids, corrosive chemicals, oxidizing chemicals and toxic chemicals. Most of the chemicals are in the manufacturer?s original shipping container, usually small vials, bottles and cans equal or less than ten liters capacity. An excellent contractor organization and means of communication shall be required to ensure the requirements are met. The Contract support teams must be both productive and efficient in delivery of services. All NIH contracts shall be treated with the highest levels of professionalism especially when directly interacting with NIH staff in the workplace as well as with researchers in the laboratories. The period of performance will be for a base year and four year option years, with on-call required services. The contractor shall provide chemical move services with minimum of two weeks notice the Project Officer. But during Emergency, the Contractor shall provide chemical move services with 24 hour notice form the Project Officer. The responding firms should provide two (2) copies of their capability statement to address this source sought to the above address of the Office of Procurement Management at the address provided not later than June 30, 2004. Provision of all required equipment and supplies: vehicles to transport chemicals, packaging materials, shipping containers, DOT labels, forms and all other materials, supplies and equipment necessary to move the chemicals; During emergency, the Contractor shall provide chemical move services with 24 hour notice from the Project Officer. Preparation of all Container Content Sheets and Bill of lading for hazardous materials per U.S. DOT requirements when shipped over public highways. Roads on the Bethesda Campus of the NIH are not considered ?Public Highways? and do not require shipping papers; 2. Inspection of the containers containing chemicals to be moved at the work site to ensure integrity of containers and labels. Separation of prohibited chemicals from those to be moved; 3. Laboratory Chemical Packaging and transporting: ‒ Sorting of chemicals to ensure that incompatible chemicals (e.g., acids and bases, Oxidizer and flammable liquids, etc.) are segregated and packaged separately; NOTE: Vermiculite shall not be used as cushioning material. ‒ Preparation of self-adhesive labels (Old location to new location to affix on each shipping container; ‒ Preparation of itemized inventory of chemicals when moving to and from off-site NIH Facilities; ‒ Safe transportation and delivery of the packaged chemicals from old location to the designated NIH installations; ‒ The removal of empty shipping containers within 2 working days, upon customer?s request. The Contractor may unpack the chemicals upon the Project Officer?s approval.
