Description
The National Institute of Environmental Health Sciences (NIEHS), National Institutes of Health (NIH), intends to negotiate on a sole source basis with, Biotechnical Services, Inc., 4610 West Commercial Drive, North Little Rock, Arkansas, 72116-7059, through a modification to increase the level of effort in the contract up to the end of Option 2 (June 30, 2005). The authority for this action is FAR 6.302-1 (41 U.S.C. 253 (c) (1), (HSSAR 306.302-1). The increase will also include a potential further increase in the level of effort in the event that Options 3, 4, and 5 are exercised (which could continue operations until June 30, 2008). The level of effort will be increased by approximately 16,000 labor hours (4,000 hours for each of the remaining 4 Option/Years). The contractor shall work in concert with NTP staff scientists and contractor personnel to provide technical writing, copy editing, proofreading, word processing, desktop publishing, graphics, file research, and recordkeeping services for preparation of up to 30 reports at a time. All materials sent to the contractor are considered the property of the Government, therefore the contractor shall archive all materials received, maintain a log of all materials received and delivered, and submit a biweekly status report detailing the status of each report. Upon completion of the report all materials will be returned to the Project Officer as specified. Computer files of the final pathology tables and of body weight and survival plots will be made accessible to the contractor by the NTP staff. Working as a team the contractor will provide Preliminary Draft Technical Reports, second draft Technical Reports, Staff Review Draft, Galley Draft and Camera-Ready Master Reports. The contractor will be sufficiently versed in preparation of Toxicity Study Reports as to be capable of editing descriptions of neoplastic or nonneoplastic lesions, results of hematology or clinical chemistry analysis, immunology, genetic toxicology, urinalysis, hematology, neurobehavior, lung burden, metabolism and disposition, or toxicokinetics. Inherent duplication of cost to the Government and unacceptable delays in the operation of this contract make competition unfeasible for the work required.
