Description
ELLIPTIC FOURIER ANALYSES OF TORSO SHAPE INFORMATION FOR FALL-PROTECTION-HARNESS DESIGN The Centers for Disease Control (CDC)/National Institute for Occupational Safety and Health (NIOSH) seeks to utilize a vendor to conduct a study on construction workers anthropometry for fall protective harness design and sizing system evaluation. The scope is to conduct a series of analyses based on the Elliptic Fourier (EF) procedure to define key factors of torso shape variation, identify shape characteristics that are likely to cause harness fit problems, and ultimately use the extracted shape coefficients to develop 3D models of improved fall protection harnesses. A database of 216 subjects established by NIOSH will be used for the project. The database will be returned to NIOSH once the project is completed. The NIOSH database contains the coded information of gender (2 categories), ethnic group/race (4 categories), harness type (2 categories), the best fit harness size (4 categories), 3D torso scans (3 categories ? without harness, with overhead harness, and with vest harness), and traditional anthropometric measurements (29 dimensions). A full set of the database will be available to the awardee for the task. The contractor is to report, in lay language, (1) the key factors for accommodation of fall harnesses, (2) the key anthropometric dimensions for the correct assignment of a harness size, (3) a suggested sizing scheme (i.e., how many sizes are needed), (4) a suggested sizing chart (i.e., the range for each key parameter), and (5) how to apply the results to CAESAR (Civilian American and European Surface Anthropometric Resource) database in harness design practice. A technical report is required which includes the results from the above-mentioned steps. Raw data and processed data and processed data are to be enclosed in electronic forms. They should be retrievable with common multimedia, graphical, or statistical packages. Reports are to be provided to the Project Officer in both hard copy (1 copy) and electronic formats (in Word file formats). NIOSH reserves the right to publish the analysis results first. Subsequent publications and presentation by the contractor are subject to NIOSH review prior to release. The period of performance for this contract shall not exceed 4 months from the date of contract award This project is currently supported by a sole-source justification with Anthrotech, Inc., 503 Xenia Avenue, Yellow Springs, OH 45387. The intent of this synopsis is to determine whether alternative sources exist. Through this announcement, organizations are being offered the opportunity to demonstrate to the Government their qualifications and capabilities to provide the stated services. To be considered qualified, interested parties must provide a capabilities statement which demonstrates familiarity with the EF analytical procedure and the kinds of activities outlined above. The proposal should be no more than 3 pages. Qualified organizations are encouraged to submit a capabilities statement which addresses the requirements above and contains material in sufficient detail to allow the CDC to determine if the party can perform this requirement. Capabilities are to be received in the contracting office no later than fifteen (15) days from the date of this announcement. Information received will be used solely for the purpose of determining whether to conduct competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. If no affirmative responses are received within 15 days, a solicitation will be issued under the authority of FAR 6.302-1. All responsible sources may submit a response, which will be reviewed by the Agency.
