- Contractor shall provide all labor, equipment and material, necessary for demolishing/removing existing landscaping, asphalt parking lot and fence; place and compact earth material and backfill, dispose of excavated material, repair asphalt surfacing, construct concrete walkway, relocate irrigation mainline, and grade substation site; provide concrete foundations for substation structures and electrical equipment and material; provide chain link fence and gates, and sidewalk; provide galvanized welded steel structures; install one Government-furnished steel pole switch structure; install Government-furnished 115/12.47 kV power transformer, 115 kV circuit switcher, 115 kV motor group-operated load break disconnect switches, 13.8 kV metal clad switchgear, station service transformer, and 300KVAR capacitor; furnish and install high voltage bus, grounding system, conduit, insulated conductor and cable, fiber-optic cable, terminal boxes, bus systems, substation signs and control cable; remove one span of fiber optic cable, and install fiber optic cable and splice box; furnish, install and remove a 115-kV ?Temporary Bypass Shoo-Fly?; install Government-furnished load disconnect switches on the new steel pole; and install 50-feet of 115 kV transmission line and approach spans by furnishing and installing assembly hardware, installing tension insulator assemblies, and Government-furnished conductor for tap spans and jumper connections. All work shall be in strict compliance with the specifications and drawings. A firm-fixed price contract award is contemplated and the period of performance is 210 calendar days. The project magnitude is estimated between $250,000.00 and $500,000.00. The applicable North American Industry Classification System (NAICS) code is 237130. Place of Performance is Sacramento County, California. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Past performance is significantly more important than price. It is anticipated the solicitation package to include specifications and drawings will be available at no charge on or about July 8, 2004. Requests for CD copy of solicitation is required. All requests for this solicitation and/or questions concerning the requirement MUST be submitted in writing to the address below. No phone calls will be accepted. Requests for the Request for Proposal (RFP) should be mailed to the Department of Energy at P.O. Box 6457, Phoenix, AZ 85005-6457 or faxed to (602) 352-2483 attention Lary A. Martin. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number from Dunn and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award.
