Description
The National Institute of Standards and Technology (NIST) has a requirement for removal and installation of fencing, plus provision of some fencing materials, on the NIST, Gaithersburg, Maryland site. A Statement of Work (SOW), along with terms and conditions and full instructions, will be included in the solicitation document, which can be accessed in accordance with instructions provided below.***** The period of performance will be from date of award through ninety (90) days thereafter.*****A Site Visit will be held on Monday, June 21, 2004, at 10:00 AM. Attendees will first assemble in Building 301, in the room adjacent to the Cafeteria, and will later continue on to Building 302, the Central Utility Plant, which is the actual site of the valve replacement. NOTE: Prospective quoters are strongly encouraged to attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract/purchase order award. IMPORTANT NOTE: Due to increased security at NIST, Gaithersburg, vendors planning to attend the Site Visit must e-mail their intention to attend no later than close of business Friday, June 18, 2004, to Tamara Grinspon, at tamara.grinspon@nist.gov, providing name of company, name of each person attending, and country of citizenship. For non-U.S. citizens, the following additional information will be required: Title, Employer/Sponsor, Address, and Subject of Visit (?Site Visit?), so that security personnel at the gate may be informed. Vendors should come to the Visitor Registration Center at the NIST main gate (Gate A, off Bureau Drive) to pick up their Visitor?s Badge. Photo Identification will be requested at the NIST entrance gate. No one will be permitted to enter the NIST campus without prior registration.*****All interested, responsible, business concerns may submit a quotation, which will be considered by the Government. The solicitation, any subsequent amendments thereto, and all questions and answers related to this procurement will be made available for Contractor access, via the Internet, at http://www.fedbizopps.gov . The solicitation number is: SB1341-04-Q-0630. The Government anticipates releasing the solicitation for vendor access on or about June 15, 2004. Potential businesses are responsible for accessing the web site and must respond to the solicitation in order to be considered for award of any resultant purchase order.*****NIST intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. Offerors may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. All responsible sources MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer. Offerors that are not currently registered to use FedBid.com Exchange should proceed to www.FedBid.com to complete their free registration. Offerors that require special considerations or assistance may contact the FedBid Helpdesk at 877-9FEDBID or via email at ClientServices@FedBid.com. NIST is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. *****There is no written (hard copy) solicitation document available, telephone requests will not be honored, and no bidders list will be maintained.*****Interested business concerns are requested to direct all questions, via email, to FedBid?s Client Services Group, at clientservices@fedbid.com .*****QUOTES (PRICING TO FEDBID AND TECHNICAL INFORMATION PACKAGE TO NIST) ARE DUE BY 3:00:00PM, EST, ON JUNE 30, 2004.
