Description
A solicitation will be issued for the Carriers, Small Arms, Type II. Quantity: 62. NSNs: 8470-01-359-0427 and 8470-01-359-0429. The Carriers, Small Arms, Type II shall be made in accordance with MIL-C-44417(GL) dated February 21, 1991 and pattern dated January 9, 1996. Deliveries will be required beginning 240 days after award to Defense Depot, New Cumberland. FOB will be destination. First Article is required. Testing shall be performed at the contractor?s facility and witnessed by the Government. The following samples are required: Three (3) 1 inch by 1 inch fiberglass laminate samples to be tested for resin content in accordance to MIL-B-44421. At least one (1) fiberglass laminate sample of appropriate dimensions for oxygen index value testing in accordance with ASTM D 2863 and MIL-B-44421. Five (5) ceramic plates of each size, prior to bonding of fiberglass laminate, for thickness and liquid penetrant testing in accordance with MIL-B-44421. Ten (10) ceramic plates of each size bonded to fiberglass laminate, but, prior to application of the spall cover and edging, for visual dimensional, ballistic resistance, temperature resistance, and areal density in accordance with MIL-B-44421.Ten (10) end items carriers with inserts of each size, Inserts will be tested for visual, radiographic, adhesion of foam pad, and adhesion of spall cover and edging in accordance with MIL-B-44421. The end item carrier with inserts will be tested for visual and fit requirements in accordance with MIL-C-44417. The deadline for receipt of proposals will be Seven (7) days from the date the solicitation is issued. See numbered notes 1, 9, and 26. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations in paper form. Offeror should register to receive notification of this solicitation. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.mil/home AFTER June 30, 2004. From the Gateway home page, select ?Search RFQs? from the left-hand sidebar. Then choose the RFQ you wish to view. Amendments to this solicitation WILL NOT be available via the Gateway. In order to receive notification of amendments to this solicitation you must E-MAIL the Contract Specialist, listed below under Point of Contact, with the name and address of prospective offeror, phone and fax number and a point of contact. Please reference solicitation number in all e-mail correspondence. An unsuccessful offer may result if prospective offeror FAILS to e-mail the Contract Specialist of their intent to offer on this solicitation. In addition, you can enter DSCP C&T FSCs and NSNs to receive notification of RFQs. The Gateway will send all registered users an e-mail notification of RFQ solicitations based on your FSC and NSN profile. The NSN notification will contain a link that can connect users directly to a digital copy of the solicitation on the Internet. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items as defined in DFARS clause 252.225-7012 and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
