Description
DESC: The Defense Energy Support Center (DESC), in conjunction with the United States Army plans to offer the privatization of the electrical, natural gas, water and wastewater infrastructure systems at Fort Polk, Louisiana. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, the firm will be selected to assume ownership of the above-mentioned utility system(s). The successful firm will be required to provide expansions to the system(s) to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system(s). The Contractor shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of an Easement. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. Past performance information from potential Offerors shall be submitted as directed in the RFP. The utility systems being privatized are described as follows: Installation: Fort Polk, Louisiana. System Descriptions: Electric, Natural Gas, Water and Wastewater. The Fort Polk Military Installation is located in Vernon Parish in west-central Louisiana adjacent to Leesville, Louisiana. The Army owns approximately 100,009 acres of land at the Main Post and at the Peason Ridge Training Area, located about 15 miles north of the Main Post. The Installation also maintains a small site on the eastern shore of Toledo Bend Reservoir that is used as a recreation site for military personnel and their families. Additionally, the Army utilizes about 98,125 acres of land owned by the U.S. Forest Service (USFS). The Main Post has two distinct developed areas that contain buildings, motor pools, and other facilities. These areas are known as the North and South Fort Cantonment Areas or North Fort and South Fort. There are 2,384 buildings on Fort Polk (1,679, permanent; 255 semi-permanent; and 450 temporary). These buildings enclose a total of 15,572,096 square feet (SF) of floor space. Included in these totals are 1,163 permanent family housing buildings containing 3,424 family dwelling units encompassing a total of 6,955,318 SF. Electric System. A total of 13 distribution feeders supply primary voltage to loads throughout the post. Two 13.8/7.92 kV feeders and two 4.16/2.4 kV feeders originate at the North Fort Substation, and supply loads in the North Fort area. Nine 13.8/7.92 kV feeders originate at Substation No. 2 and supply loads in the South Fort area. The majority of the existing facilities are of overhead construction. The majority of the underground facilities are located in family housing areas, although most newer service extensions also have been constructed with underground facilities, as have feeders in and around the airfields and in the active portions of the range areas. For the Peason Ridge and Toledo Bend satellite locations, the Government owns only low-voltage secondary distribution and lighting circuits. Power is provided to both locations from Valley Electric Cooperative. Fort Polk proper has approximately 3 million LF of conductors (80% overhead; 20% underground). Peason Ridge has approximately 80,000 LF of underground conductors; Toledo Bend has only about 1,000 LF of overhead conductors. Natural gas system. Natural gas is currently supplied to Fort Polk by two gas companies at three delivery points. United Gas Company supplies natural gas to North Fort Polk and South Fort Polk areas, and Entex serves the Bayne-Jones Memorial Hospital. The 8-inch diameter pipeline that serves South Fort Polk can deliver 40,000 million cubic feet (mcf) per day, while the 8-inch diameter line that serves the North Fort Polk area can deliver more than 15,000 mcf/day at 200 psig. Nearly all of the distribution lines are polyethylene (PE) gas pipe and are in very good condition. The network includes approximately 300,000 LF of pipe ranging from 2? to 8?. There are no natural gas components at Peason Ridge or Toledo Bend. Potable water system. Fort Polk?s potable water system consists of water wells, treatment plants, pumping stations, water storage tanks (including obstruction lights), distribution pipes, valves and fire hydrants. There are three large independent water systems on the Fort Polk main cantonment areas, and multiple, small, stand-alone systems. There are also two, small satellite location water systems (distribution only; water is purchased) at Peason Ridge and Toledo Bend. The system includes 12 active deep wells, 15 large tanks (elevated and ground storage) totaling approximately 7.5 million gallons, and approximately 600,000 LF of pipe ranging from 2? to 14?. Wastewater system. The wastewater system at Fort Polk includes service laterals, manholes, collection mains, lift stations, force mains, and treatment plants. Fort Polk proper has two independent collection and treatment systems. The North Fort plant is permitted to discharge 1.4 MGD; the South Fort Plant is permitted to discharge 3.8 MGD. The wastewater collection system (pipe sizes range from 4? to 20?) consists of approximately 400,000 LF of gravity collection lines, 40,000 LF of force mains, and approximately 15 lift stations. Peason Ridge and Toledo Bend have small collection systems and three-cell lagoon systems for treatment. Toledo All responsible sources may submit an offer, which shall be considered.
