ADDENDUM NO. 2 HEREBY ADDRESS ALL QUESTIONS/CLARIFICATION RECEIVED JUNE 10, 2004 (SEE ATTACHED). RETAIN THE ATTACHED INFORMATION WITH YOUR DOCUMENTS. THE GOVERNMENT WILL NOT EXCEPT ANY QUESTIONS AFTER JUNE 15, 2004, 12:00 NOON (CHICAGO TIME). NO EXCEPTIONS WILL BE TAKEN AFTER JUNE 15,2004, 12:00 NOON (CHICAGO TIME). THE PROPOSAL DUE DATE STILL REMAINS AT 4:00 P.M. CHICAGO TIME, JUNE 17, 2004. ADDENDUM TO THE CONTRACT DOCUMENTS FOR THE JOHN W. BRICKER FEDERAL BUILDING 1.1 GENERAL A. This Addendum covers changes to the Documents and will become a part thereof. B. These items modify only the portion of the Documents specifically noted. All other wording and Drawings remain in effect. C. Each Contractor shall include these items to the extent they affect his quote. D. There is a conflict in requirements of Section 00120, Attachment A, Item 2 - Key Team Member Qualifications and Specification Section 01310, 1.5 Administrative and supervisory personnel. 1. It is the intent of the referenced portion of Section 00120 to gather resumes of the three key personnel that will be involved and guide the project for the contractor. Therefore for clarification provide the requested resumes and experience for the following: a. Project Manager ? ultimate responsibility for all aspects of the project for the contractor. b. Project Superintendent ? the on-site manager, responsible for the day-to-day running of the construction and all on site constuction personnel, and as further defined in section 01310,1.5,B and labeled as Project Coordinator c. Tenant Coordinator/Liason - as defined in section 01310,1.5,G 2. The contractors standard format is acceptable for the presentation of this documentation. E. Questions: 1. Is a Subcontracting Plan required with this submission or upon award? It is not identified as a document to be submitted with our offer, according to the ?Notice Concerning Solicitation? document. Response: Subcontracting Plan - The Subcontracting Plan shall be requested by the Contracting Officer at a later date, and does NOT need to be submitted with the Bid Form. 2. It is clear that we are to submit a two ( 2 ) package proposal , a Technical and Price. It is not clear however how the Government would like to see the information distributed between the two packages, please clarify which documents are to be submitted in which package? Response: For distribution of technical and price proposal package, see specification Section 00120 - Supplementary Instructions and Notice Concerning Completion of Solicitation 3. Please clarify if the contractor will be able to do any work or what kind of work during Government normal business hours? Response: Work can be performed during these hours as indicated under Section 01140 ? Work Restrictions, paragraph 1.4 and as further described elsewhere in that section and as described in the Phasing Narratives in Section 01100 4. Can a complete work area be shut down electrically , or a whole weekend to replace electrical panels? Response: See specification Section 01310, 1.7, for the requirements of all utility service interruptions 5. What will be the process for getting above ceiling work approved by the A/E, GSA, or other agencies with authority to inspect and approve of above ceiling work? Will ceilings be permitted to be left open during occupied hours? Response: The work will be approved and inspected per phase. Ceilings will be permitted to be left open as long as proper HVAC and lighting levels can be maintained per the specifications. 6. Option 16 for Inclusion of Additional LEED Requirements: The wording of this option is vague and does not clearly identify the scope of this option. The language included in Addendum # 1 does not clarify the scope of Option 16. It is unclear what LEED Requirements are Base Bid and what requirements are to be priced with Option 16. How do you determine what are the "Additional LEED Requirements"? For example, we interpret that all requirements listed in Spec Section 01524 Construction Waste Management are to be included in pricing for Option 16 and not the base bid. Is this correct? It would be helpful to be very specific about exactly what are the "Additional LEED Requirements". Response: This option shall include the requirements of the three referenced specification sections only. The intention of labeling this as ?additional? requirements refers to the fact that some submittals, testing or documentation is required in the base bid standard product specifications. This work shall remain in the base bid, even though it is also mentioned as a requirement of the LEED specification. The Option price should only include the ?additional? testing, or submittals required. Section 01524 is not listed in the description of this option and therefore shall be part of the base bid. As full documentation of the waste management plan is required to be submitted for LEED and Section 01352 any ?additional? documentation / copy requirements would become part of the Option. 7. Is it a requirement that the comparable projects were under a general construction vs. other delivery system Response: No, other delivery systems are acceptable as long as the intended level of responsibility is demonstrated and the process and specific roles are explained. 8. The count of more than 1 but maximum 5 comparable projects?is this count for each of the offeror and each key subcontractor or a total for all combined? Response: The requirement is for each key subcontractor 9. Section 01810 Part 1.11 - A.: Please clarify if the CxA meetings shall be conducted weekly, biweekly or monthly. All three of these options currently appear in the specifications. Response: the meetings will probably average biweekly. It is anticipated that there will be less meetings required during the early phases of the project and weekly meetings required during the commissioning phases. 1.2 PROJECT MANUAL A. Section 01100, Summary 1. Per Addendum 1 the dates for the anticipated date for Notice of Award and Notice to Proceed were inverted and should read as follows a. July 16, 2004 - Notice of Award b. August 2004 - Notice to Proceed 2. The Phasing Plan .PDF files included for floors 1 and 2 were corrupt. Attached are current files. 3. Phasing Plans ? the furniture systems manufacturer and installers vary at each tenant space. It is the responsibility of the contractor to make themselves familiar with the existing conditions. B. Section 01260, Options 1. Paragraph 3.1 D, per Option No. 4 the removal of existing and installation of new Roller Shades is in the base bid. The Option only includes the purchase of same. All curtains/draperies shall be reinstalled. 2. It is the intention of the Government to make timely Award of all options so as not to impact the overall project schedule. C. Setion 01322, Photographic Documentation 1. Paragraph 3.3, C, provide Construction Period Videos at a frequency of one time during the construction of each tenant space, and as may be needed during construction in specific areas of special interest, concern or as directed by the Contracting Officer. D. Section 08110, Doors and Frames 1. Door Schedule, Doors 6-003 and 6-004, there is no work associated with these doors 2. See item ?1.3, A? below under Project Drawings for further clarification of door that are not on the schedule. E. Section 12494 Roller Shades (Option) 1. Paragraph 2.1, A, 2, add item e. to read as follows: "Sun or Shade, a Division of Inside Outfitters." F. Section 15891 Duct Cleaning 1. Paragraph 3.2-7d, it is the intent that this is referring to the ductwork in these areas (Mechanical Rooms and Corridors). This work shall be completed prior to installation of any downstream ductwork, to prevent contamination of new. The individual tenant areas are to be cleaned as you begin work in that area. Under all scenarios, prevent introducing dust and debris into the new ductwork and/or into the tenant spaces. G. Section 15900 1. Paragraph 2.1B, mentions ?packaged pump systems? ? This refers to the variable flow chilled water system that is being provided by the pump package manufacturers and not a skid mounted pump package. H. Section 15900, HVAC INSTRUMENTATION AND CONTROLS 1. Page 4, Paragraph 2.1.B, add SyncroFlo to the acceptable manufacturers. I. Section 15971, VARIABLE FREQUENCY DRIVES 1. Page 2, Paragraph 2.1.A, add GE/Fuji to the acceptable manufacturers. 2. Page 5, Paragraph 2.11.E, Change ?Contactors shall be NEMA rated.? To ?Contactors shall be NEMA or IEC rated.? 1.3 PROJECT DRAWINGS A. AD Series Drawings, Demolition Floor Plans, Door Schedules 1. On Addendum #1 paragraph, 1.3 Project drawings, Item E. a. Disregard the response given in addendum #1, to correct the conflict, revise the documents as follows: 2. Revise General Note #17 to read as follows: "EXISTING DOORS IDENTIFIED WITH A DOOR MARK ARE TO RECEIVE HARDWARE MODIFICATIONS OR REPLACEMENT AS PART OF BASE SCOPE OR OPTION #1. REFER TO SPECIFICATION SECTION 01260 FOR DESCRIPTION OF WORK, SECTION 08110 DOOR SCHEDULE, 08712 HARDWARE SCHEDULE AND A1 SERIES DRAWINGS. ALL DOOR NUMBERS IDENTIFIED ON THE DOOR SCHEDULE WITH REMARK #2 ARE PART OF OPTION #1, ALL OTHERS SHALL BE CONSIDERED PART OF BASE SCOPE." B. Drawing No. A1 B1G, A1 1G, A1 2 ?7G, A1 8G 1. Revise coded note #14 to read as follows: Existing concrete curb to be cut and removed, refer to new Detail #4 being added to drawing A1 2-7G. 2. Add attached Typical Curb Cut Detail to A1 2-7G C. Drawing No. AG ? 0 ? 01 1. General Note #5 ? the intent is to require the contractor to patch any sprayed on fire proofing that is knocked off in the course of doing work on, near, or attaching to the structure. D. A7 Series Drawings, Reflected Ceiling Plans 1. Access doors are not required in rooms that have an exposed structure. All required wall ratings are shown on the architectural reflected ceiling plans. All access doors in ceilings are non-rated. E. Drawing No. S 1 01 G thru S 108 G A2-1, 1. The following question was listed but was not responded to in addendum #1. a. Plan note 4 on structural drawings, regarding crack repair, states "See repair types 1 and 2 on sheet S 0 02 for required repair procedures". Repair type 1 is for cracks wider than 0.08" and repair type 2 is for cracks narrower than 0.08". Please advise which cracks are wider than 0.08" and which cracks are narrower than 0.08" Response: Referring back to plan note 4 on sheets S101G through S108G, it states in the second sentence that "UNLESS NOTED OTHERWISE, CRACKS ARE LESS THAN 0.08" IN WIDTH." Further, the cracks are generally less than 0.08" in width. Where wider cracks exist, coded notes call out the length of any crack that is wider than 0.08". F. Drawing No. A 1 03 1. On south side of building between col. Lines C & E and 6 & 7 ther is a curtainwall system that is missing a label. This opening should be labeled as type ?A?. G. Drawing No. AD 1 03 1. Note 13 in the Dining Area should be deleted at this plan location only H. Drawing No. A 1 03 1. Note 15 in the Dining Area should be deleted at this plan location only I. Drawing No. A 1 01 1. Door 01-107, at Vestibule 124A, the frame type should be per J3 on A 6 01 J. Drawing No. A 1 07 1. The walls at room 717h located at the southeast corner shall tie into the storefront per Coded Note #28 K. Drawing No. A 202 1. Curtainwall section is indicated by general notes as an ?I? elevation. The floor plan shows this as ?J1? elevation. The ?J1? reference is correct. L. Drawing No. M ? 6 series 1. To clarify, the BMS contractor is required to provide Routers as shown on on the riser diagram on sheet M-600 2. The BMS contractor shall include alarm points for all points indicated on the control diagrams on the M-6 drawings M. Mechanical MD 1 PH 1. To further explain the coded and General Notes; a. At the penthouse, existing pneumatic tubing from existing temperature control panels to pneumatic valve actuators, damper actuators, and misc. pneumatic devices are to be demo in the entirety I they are not being re-used. b. Existing temperature control panels, that are not being re-used for new controls ,and that house pneumatic/electric controls, are to be demolished. These panels are located in front of AHU1 and AHU2. c. Existing conduit and wiring from existing Andover panels to end control devices are to be demo in the entirety. This would apply to any conduit and wiring that would not be reused.
