- NAICS Code: 541620 The following questions and answers are hereby provided for clarity and to ensure the integrity of the competitive process. (Q1.) Does the EPA outreach plan include such things as Video News Releases, Public Service Announcements, flyers, magazine ads, etc? If so, are we to include the cost of producing or distributing them to the media? (A.1) The outreach plan would include suggestions as per the Contractor's expertise, but does not include producing or distributing of such things as VNRs, PSAs, flyers, etc. Outreach implementation will be handled under an existing order. (Q2.) In Task 1, are we correct in our assumption that preliminary label designs will be provided by EPA for testing, or will we be required to develop initial designs? (A2.) EPA will provide initial designs. (Q3.) In Task 2, are we required to design/redesign labels per the indications from the research? (A3.) Yes. (Q4.) In Task 3, could you please clarify the scope of this task? Does this include only recommendations for implementation or some implementation as well? (Q4.) Services are already in place for leading the general outreach plan, which includes more than just labeling. This Purchase Order will provide assistance by providing recommendations and help with the green label portion of the general plan. (Q5.) The combined synopsis/solicitation refers to NESCAUM's interviews and Oak Ridge's focus groups. Are these available? (A5.) Oak Ridge's study is available at: http://www-cta.ornl.gov/cta/Publications/pdf/ORNL_TM_2003_166.pdf Since NESCAUM's research is not finalized, a public document is currently not available electronically. (Q6.) Is the work called for in the synopsis/solicitation new and separate from the earlier work referenced above, or is it a continuation of that work? (A6.) This is a continuation of existing work. Basically, current research (Oakridge, NESCAUM, etc.) indicate that providing consumers with additional vehicle environmental information is a benefit to the public. The purpose of this Purchase Order is to determine how to disseminate this information. (Q7.) If this work is a continuation, is there an incumbent firm that has conducted the previous work, and if so, can you identify that firm? (A7.) No. The purpose of this Purchase Order is to implement a green labeling program. (Q8.) Is there anyway you could standardize the scope and parameters of research you are requiring so that you are comparing apples to apples? For example, the Government will often require Offerors to complete a sample task that allows it to better calibrate costs between competing bids. (A8.) Given that this is a discrete project, and not a mission contract, it is not necessary to complete a sample task. (Q9.) What components, exactly, do you consider the ODCs (Other Direct Costs) to cover? (A9.) The ODCs cover focus grouping testing, travel, printing, postage and other costs not allocable to direct labor categories. (Q10.) Task 3 states that EPA will provide an outreach plan to the Contractor to assist in implementation. Without having the plan in hand, how can we make recommendations or cost out the tactical plan? (A10.) The successful Offeror's role under this Purchase Order is to provide recommendations to the outreach plan for the green vehicle label portion of a more general plan that is already in place.
