Description
This procurement is UNRESTRICTED and the resultant contract will be acquired through Source Selection Procedures. Award will be based on best value to the Government considering price and non-price factors stated in the solicitation. The North American Industry Classification System (NAICS) code is 236220. The purpose of this acquisition is to successfully award a contract for the construction of a new fuel hydrant system consisting of two 5,000 barrel fuel storage tanks, pumphouse, fuel transfer piping, connection to existing installation bulk fuel storage system and one row of hydrants pits on the existing parking apron. The row will contain six hydrant fueling pits. New pipeline shall be connected from the bulk storage system to two new storage tanks. Technical Proposals will be evaluated based on the following factors: Relevant Experience, Small Business Subcontracting Efforts, and Past Performance. Technical Factors when combined are approximately equal to price. The estimated cost is between $5,000,000.00 and $ 10,000,000.00. A firm-fixed price contract will be awarded as a result of this solicitation. The solicitation will be issued on June 23, 2004. Proposals will be due July 27, 2004 by 2:00 P.M. EST at the Office of Engineering Field Activity Chesapeake, 1314 Harwood Street, SE, Building 212, Washington Navy Yard, DC 20374. Submission must be delivered to the mailroom on the first floor, date stamped and placed in the Bid Box. In accordance with Federal Acquisition Regulations 5.102 (a) (7) availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download via the Internet at http://esol.navfac.navy.mil. All prospective offerors and planholders must register as Planholders on the website in order to receive a copy of the solicitation. The official planholder?s list will be maintained on and can be printed from the website. The Government will not provide hard copies (paper sets) of CD-ROM of the solicitation. Registering planholders must provide a complete name, address, phone number including area code, offeror type of business (small, large, small disadvantage, women owned, etc.) Notification of any amendments to the solicitation will only be made on the website.
