- This second amendment is reissued in order to clear up the understanding of ????? marks that appear on the FedBiz Ops combined synopsis solicitation W911QX-04-T-0093 first amendment when it was published. Amended SOW Statement of Work- Mezzanine Project C.1 Background: The Contractor shall build a laboratory extension, consisting of mezzanine and modular laboratory rooms, approximately 80' long and 40' wide in Building 500, Adelphi Laboratory Center, Army Research Laboratory in accordance with the attached drawing (avai lable for viewing/downloading on the Internet at http://w3.arl.army.mil/contracts/kosol.htm) and C.2 below. C.2 Requirements: C.2.1 General: All Contractor employees must be US citizens. The Government will provide its own employees to escort the Contractor employees at all times. All Contractor vehicles will be subject to inspection at the front gate prior to any entry; a va lid registration for each vehicle and a valid license for each driver is required. The Government will provide a temporary parking permit and procedure for each Contractor vehicle brought on to the installation. The Contractor may elect to perform this e ffort any time during the business week between 6:00 am and 5:00 pm local time. C.2.1.1 Electrical: The Contractor shall provide a new Cutler-Hammer 208V, 200Amp, Power Line 1 panel series board or General Electric 208V, 200Amp, A-E panel series board and transformer (to go from 480 to 208 volts) and connect such to an existing 480 volt, 300 amp panel located approximately 175' from the place where the new panel and transformer shall be installed (Southeast side of the modular laboratory rooms). C.2.1.2 Lighting: The Contractor shall supply two (2) four foot, T-8 fluorescent lighting fixtures, four bulbs each (total 160 watts per fixture), per 120 square feet of floor space under the new mezzanine. C.2.2 Specifications of mezzanine Contractor shall match color of new construction mezzanine with existing structure. Maximum uniform load: 150-lbs/square foot Dimensions: 40 feet x 28 feet (40 feet x 30 feet with 20 feet x 2 feet corner cutout addition {see drawing}) with an approximate 6 feet 7 inches walkway between modular lab rooms. Column Spacing: 20 feet x 30 feet Columns: Sufficient to support (future second level) mezzanine of same size, capable of supporting 150 lbs/square foot maximum uniform load (both levels), 24 inches by 24 inches base plates. Structure will be of the type manufactured by or compatible wit h that produced by W.A. Schmitt, which is type of the existing mezzanine, to insure compatibility with existing structure - see drawing as to where new structure requires interfacing with existing structure. Columns shall be positioned so as not to block the aisle way or doors. The top of the mezzanine columns shall have a 1/2 inch thick, 12 inches by 12inches top plate. Deck Height: 12 feet 6 inches Clear Height: 10 feet 5 1/2 inches Deck Material: plywood, level with existing deck Gates: One (1) swing gate (see drawing) Handrails & Kick. Plate: 60 linear feet (2 rail {see drawing}) Deck Beams: 22inches open web bar joists (Deflection less than 1/300 of span) Support Beams: 18inches structural steel (Deflection less than 1/300 of span) Electrical (Ground Floor - see drawing): five (5) 120V, Quadplex outlets and one (1) 208V, 3 phase, 30Amp service. Electrical (Mezzanine Level - see drawing): eight (8) 120V, Quadplex outlets and two (2) 208V, 3 phase, 30Amp service. C.2.3 Modular laboratory rooms The Contractor shall provide eight (8) modular laboratory rooms with the following specifications: Dimensions: 4 each, 12 feet wide by 16 feet deep, 4 each, 16 feet by 16 feet deep Height: 12feet high (lower level) (see drawing) and 8 feet high (upper level) (see drawing) Maximum Uniform Load: 125-lbs./square foot Walls: 3inches thick, insulated, 1-hour fire r ating as defined by NFPA-221 of the National Fire Code Doors: One heavy-duty metal (20 gauge Door, 16 gauge Frame) 3 feet wide, inward opening doors per modular laboratory room (total of eight). Roll-up Doors: Two (2), metal 8 feet wide x 10 feet high Windows: Two (2) windows each modular laboratory room (total 16) as defined by NFPA-221 of the National Fire Code Climate: 7500 BTU air conditioning with heat strip for each modular laboratory room Lighting: 4-tube troffer type with energy saving T-8 ballasts Electrical: single, 3 phase, 4 wire feed. Eight (8) outlets; Six (6) at 110 Volts, 20 A, Two (2) at 208 Volts 3 phase 30 Amp) each modular laboratory room Upper Level Deck: plywood on B-deck Lower Level Deck: Two (2) modular lab rooms without roll-up doors require 3/4 inches pressure treated plywood 7 inches high decks Ceiling: drop, interior maximum height, 1-hour fire rating as defined by NFPA-221 of the National Fire Code C.2.4 Installation: The Contractor shall move existing mezzanine section, handrail and staircase approximately 28 feet toward building overhead door, shortening mezzanine and handrails in a structurally sound manner to fit into space provided (see drawing). The Contractor ma y elect to re-use the sections of the mezzanine (to include any light fixtures) that will not fit into the space provided for the new and moved mezzanines. The Contractor shall disconnect existing lighting circuits mounted under the mezzanine section to be moved and then reconnect such lighting fixtures after move. The Government is responsible for removing the existing smoke detectors prior to Contractor performance. The Contractor shall install the mezzanine defined in C.2.2 and eight (8) modular laborat ories defined in C.2.3.). The Contractor shall provide and install fluorescent lighting fixtures with type T-8 ballasts on the under surface of the new mezzanine in manner compatible with existing fixtures. Switches to turn on new and moved lighting fixt ures shall be mounted on the lower level. The Contractor shall submit an Installation Plan for Government approval to insure minimal disruption to building tenants operating in the mezzanine/modular laboratory installation area. The Contractor Installatio n Plan shall be submitted within 15 calendar days of award and the Government will have 2 business days to approve or disapprove and request modification of such plan. Subsequent re-submissions of the plan shall be subject to the same 15 calendar day rule and 2 business day review and approval WITHOUT ANY EXTENSION TO THE OVERALL PERIOD OF PERFORMANCE OF THIS CONTRACT. No work shall commence until final approval of the Installation Plan. The Contractor shall provide drawings of the installed equipment. C.3 Government Furnished Space: The Government will provide 7000 square feet of storage/staging area for the effort. Of the 7000 total square feet, there are 3000 square feet of inside storage/staging in the Building and 4000 square feet outside the Buil ding for storage/staging. NOTE: There is an M113 Armored Personnel Vehicle inside the Building in the area where there installation shall occur that the Government is not moving out of the way and that the Contractor must work around in order to perform this effort. C.4 Deliverables: One (1) mezzanine and eight (8) modular laboratory spaces. Drawings (new mezzanine-3 copies)
