Description
HQ AMC/A34YR anticipates issuing a solicitation in which the contractor shall provide technical support, personnel, supervision, equipment, tools, materials, facilities and other items and services, except as specified within the contract as government-furnished property and services, as required to perform Air Terminal and Ground Handling Services (ATGHS) for Air Mobility Command (AMC) in support of the Department of Defense (DOD) Airlift System. The contractor shall facilitate on-time aircraft departures and work all United States (US) Government owned or operated aircraft and US sponsored foreign government aircraft requiring ground handling services as defined in the Statement of Work at Ben Gurion International Airport-Tel Aviv and Ovda (Uvda) Airport/Air Base-Eilat, Israel. The contractor shall manage ATGHS to maintain a level of service that enhances the image of AMC. The contractor shall provide Electronic Data Interchange (EDI) for manifesting cargo and passengers, creating, and transmitting reports/messages, as well as accomplishing general communications. The contractor shall arrange services, which will not be paid for under this contract in support of all AMC mission requirements. The contractor shall also be responsible for establishing a Quality Program, to provide safe and secure ATGHS. The period of performance will be from 01 April 2005 through 30 September 2005, with four, one-year option periods. Request for Proposal, FA4428-04-R-0014, will be issued on or about 20 August 2004. Solicitation will be Full and Open Competition. However, companies submitting offers must be authorized to perform Air Terminal and Ground Handling Services at Ben Gurion International Airport in Tel Aviv and Ovda (Uvda) Airport/Air Base near Eilat, for offers to be considered for award. Pre-Proposal Conference is tentatively scheduled for 20 Sep 04 ? 24 Sep 04. Places, dates, and times will be posted as they become available. Market Research Questionnaire revised to reflect a new due date and uploaded to Presolicitation Notice. Revised Market Research Questionnaire dated 2 June 2004. Due to requests for preliminary workload data, HQ AMC/A34YR is uploading the Preliminary Workload Data that will be incorporated at Appendix D to the Statement of Work. NOTE: This is only preliminary data based on market research conduct thus far and historical data currently avaiable. Workload is current as of 24 May 2004, but may change as more historical data becomes available. Only one offer will receive award.
