Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation document; a quotation is being requested and a written solicitation document will not be issued. Solicitation number F10STG41320300 is hereby issued as a Request for Proposal. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22&23. This solicitation is 100% set aside for Small Business and is under North American Industry Classification System Code 334210. To qualify as a small business for this acquisition, the size standard is 1,000 employees or less. Hurlburt Field intends to have a contractor furnish the following items: Equal items must be accompanied by sufficient literature detailing product specifications. Equal items will be evaluated by the Government technical team to determine equivalency to the specified products. (0001) High Resolution Satellite Receiver System (quantity 37); Integrated display must support the following: GVAR, PDUS, GMS, Fengyun S-VISSR, MTSAT, HiRid, MSG HRIT, MSGT HRIT and MSG LRIT. The antenna system shall be one or two person transportable, quick setup tripod mount with leveling adapter, with compatible dish and feed system; no tools should be required for assembly. Capture and viewing software shall reside on a laptop computer configuration and lap top minimum requirements, one per system, total 37: 1.7 MHz processor or greater speed, Centrino. 13? or greater display HDD 60 GB or greater, shock mounted, easily removable, 1 GB RAM or greater, USB minimum x 2, PC Card Type II x 2, graphics card 64 MB, nvidia or ATI, 1600 x 1200 UXGA DVD R/RW or CDRW/DVD Read, Floppy drive, Optical USB Mouse, cabled. Microsoft Windows XP Professional, Lithium Ion Battery Pack, Memory Stick 512MB or 1GB. 3 Year warranty, parts and labor (limited), weight not to exceed 8 lbs, AC/DC Power Adapter 100v-240v 50/60HZ, auto sensing/switching, soft carrying case; turnkey system; transportation cases will be included for all components. (0002) Transport Cases, hardened and durable (quantity 37). Please state number of days after receipt of order for delivery in your proposal. Place of delivery shall be Hurlburt Field Florida 32544. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.212-1, Instructions to Offerors - Commercial Items (JAN 2004) addenda to read FAR and DFAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. Proposals in response to this synopsis/solicitation may be submitted via email to Robert.Roberts@hurlburt.af.mil or via fax to (850) 884-5372 at or before 1600 (4:00 PM) Central Standard Time, 22 June 2004. It is the responsibility of the offeror to ensure receipt by either one of these methods. Submit signed and dated quotations on company letterhead. The Government reserves the right to evaluate quotations and award a contract without discussions with offerors. FAR 52.212-2 (Jan 1999), Evaluation-Commercial Items is included. The award will be made to the lowest evaluated cost (price) offer that meets all the minimum mandatory criteria in the solicitation; meaning the lowest offer which submits a proposal on the requested equipment. Each offeror shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (May 2004) and 252.212-7000 Offeror Representations and Certification-Commercial Items (Nov 1995) with the quotation.
