- This notice is a TWO STEP SEALED BID COMPETITIVE 8(a) SET ASIDE for firms having a corporate prosence in the Washington, DC metropolitan area and is described in the solicitation. The original formal announcement of this effort was posted under DOL-OCS-0004. The A-76 competitive sourcing study is a Streamlined Non-MEO competition of the Branch of Disclosure and Examination, under A76 code T820, T000 and W999. The services are located at the Department of Labor?s Office of Labor-Management Standards (OLMS), Employment Standards Administration, located at the Frances Perkins Building, 200 Constitution Avenue, N.W., Washington, D.C. This notice constitutes the placement of the solicition and gives notices that all TECHNICAL PROPOSAL shall be submitted on or before NOON, 14 July 2004 at the address in the solicitaiton. The description of work indicated in the PWS, Attachment A of the solicitation indicates the function is responsible for: examining and processing annual union financial reports; receiving, processing, retrieving, securing and retiring public disclosure files in the OLMS national office file reports disclosure service to the public, union members and officials and government agencies; preparing certified copies of public disclosure reports filed with OLMS under the Labor-Management Reports and Disclosure Act and related laws for the use of law enforcement officials in legal proceedings. In addition there is scanning requirements indicated in the workload who scan reports for imaging and data capture at an off-site location. The scanning is supplemented by key entry as necessary to ensure a high level of accuracy. The imaged reports and the reported data are made available for public disclosure on the Internet. The purpose of this Two Step Sealed Bid process is to first determine those cerified 8(a) firms that are TECHNICALLY ACCEPTABLE, and finally to determine through the sealed bid process which firm is the low apparent bidder, that shall be chosen to be COST COMPARED against the Government Tender to determine the least costly and most efficient operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, ?Performance of Commercial Activities,? which sets forth the general policy of the Government to achieve economy and enhance productivity. This announcement services to publish notice of the solicitation. After Step 1, once Technically Acceptable proposals have been determined a call for bids will be issued. Firms that are found Technically Acceptable will present their proposals ORALLY as indicated at Section L and will be evaluated per Section M. It si the responsibility of all interested 8(a) vendors qualifying under this NAIC and that have a corporate presence in the area indicated read and comply with all aspects of the solicitation.
