- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Administrative Support Center intends to negotiate on a sole source basis with the University of New Hampshire, Jackson Estuarine Laboratory, Durham, NH, for services to develop a report that describes the full range of options for how the Global Seagrass Monitoring Network (SeagrassNet (www.seagrassnet.org) could be integrated with regional associations that are consistent with the Ocean.US plan for an Integrated Ocean Observing System (IOOS), which can be accessed from www.ocean.us, and with National Estuarine Research Reserves (NERR), nerrs.noaa.gov. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Procurement by less than full and open competition is necessary because of the unique capability of the Jackson Estuarine Lab and its access to information on the Global Seagrass Monitoring Network. The applicable NAICS is 541519. This action is estimated below the simplified acquisition threshold. Note 22 applies.
