Description
The Pension Benefit Guaranty Corporation (PBGC) has a requirement for actuarial analysis and programming services. These programming services will include maintenance and enhancement of the PBGC?s Pension Insurance Modeling System (PIMS). PIMS is a stochastic simulation model designed to quantify the amount of risk facing the PBGC?s single employer insurance program. PIMS? computer code is written in C++ programming language and runs under Windows NT. The program performs actuarial valuations on a sample of over 400 defined benefit pension plans and simulates PBGC?s financial experience across a large number of random scenarios. For further discussion of PIMS see ?Pension Insurance Modeling System: An Introduction,? pp. 13-20 at http://www.pbgc.gov/publications/databooks/databk98.pdf Maintenance activities will include but not limited to troubleshooting and debugging, identifying problems/errors, making corrections and implementing efficiency improvements. Enhancements will include the programming of major upgrades or significant new modeling capabilities. The PBGC intends to purchase up to 8,000 professional hours of actuarial services over the base year of the contract and an additional 8,000 hours in each of four option years to be included in the contract. The period of performance for the base year shall be from October 1, 2004 to September 30, 2005 with four one-year options for renewal. The solicitation document, including amendments, will be distributed through the FedBizOpps.gov web site. The site contains downloading instructions. Interested parties are responsible for monitoring the site to ensure that they have current information about this acquisition. Paper copies of the solicitation and associated amendments will not be available. The estimated date of release is June 30, 2004.
