Description
NASA/GSFC has a requirement for the purchase of 300 RTSX-S series, RT54SX32SCQ208B Field Programmable Gate Arrays (FPGAs), programmable logic devices, for NASA independent testing. NASA/GSFC intends to purchase the items from Actel Corporation, for the following reasons: (a) There have been a number of reported and confirmed failures in these devices in both NASA and Department of Defense applications. Actel has developed a new programming algorithm which is believed to mitigate and perhaps eliminate the presence of sensitive outlier devices. (b) Actel is uniquely qualified for this acquisition, since they are the sole manufacturer of this part, and there are no compatible substitute components available. The Actel components are designed and installed in the vast majority of NASA spacecraft, and representative samples of Actel devices are required for component level testing. (c) These components are manufactured by a single vendor, which is Actel, and no qualified alternatives exist. Market research was not conducted, since substitute components are not suitable for an evaluation of NASA flight hardware, which uses Actel parts. (d) Representative Actel samples must be used for the NASA independent test effort. No other vendor is currently making form, fit, function, and performance compatible substitutes for the SX-S series devices that would yield test results that have significance to NASA missions that have designed in the SX-S series FPGAs. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Authority is 10 U.S.C.2304(c)(1), Only One Responsible Source. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 23, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
