- NASA/MSFC has a requirement for 1 Leica MZ16A Motorized Steromicroscope and Image Analysis System including the following: associated accessories for building the system; 1 each of Leica DFC 320 color FireWire image system for microscopy with C-mount interface and camera control software; 1 each Image-Pro Plus 5.0 Analytical Imaging Software; 1 each Scope-Pro 5.0; 1 each In-Focus Automation for Image-Pro 5.0; 5 days of On-site Custom Macro Programming Services and 3 days of On-site Custom Training Services for Image-Pro Plus. The complete system will be delivered to Johnson Space Center by August 13, 2004 and integrated with an XY scanning platform. NASA/MSFC intends to purchase the items from Meyer Instruments Inc., 1304 Langham Creek, Suite 235, Houston, Texas 77084 under FAR Part 13.106(b)(1). Competition is impracticable for the following reasons: (1)The Leica MZ16A steromicroscope and image analysis system is a custom built system by Meyer Instruments that has 2 unique features: the Leica steromicroscope and the In-Focus Automation for Image-Pro 5.0. Leica is the only manufacturer that offers fully morotized zoom capability so that motion can be controlled via PC, multi-focal depth imaging, and auto-mosaic capabilities. Meyer Instruments is the only authorized regional distributor of Leica products for the Houston area. Also, the In-Focus Automation for Image-Pro 5.0, intended for use with Leica microscopes, provides capability to automatically step, image, and store digital images of each scanned field-of-view and combine all of these images into one large image. This capability was developed by Meyer Instruments and is not available on any other microscope system today. (2)Current microscopes at JSC are Leica brand and JSC possesses several sets of eyepieces, low-objectives, light-pipe extensions, bridge extensions, and other accessory pieces for Leica microscopes. Other microscope brands are not compatible or exchangeable with the existing Leica microscopic components. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 18, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
