- Description
- The General Services Administration intends to solicit, negotiate, and award a sole source, Firm-Fixed Price Contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, to Tierra Data Systems (TDS), and also under the FAR authority of FAR 6.302-1. The purpose of this procurement is to continue development and creation of an Integrated Natural Resources Management Plan (INRMP) for the Naval Weapons Station Seal Beach and its Detachment Fallbrook as described below under ?Description of Services Required.? Each Integrated Natural Resources Management Plan (INRMP) provides for the integrated management of natural resources and military mission by establishing goals and objectives to ensure mission sustainability and meet natural recourse legal and stewardship obligations. Each INRMP shall include all biological survey data, Biological Assessments, Geographic Information System (GIS) layers, and other supporting technical data necessary to formulate a comprehensive INRMP which addresses all natural resource issues at each location. In addition, each INRMP scope shall also entail the development of an Environmental Assessment (EA) pursuant to the National Environmental Policy Act (NEPA). The EA is performed to determine the net accumulative impact to the environment that implementation of the INRMPs is expected to have and therefore involves the detailed analysis and evaluation of source data and a sound understand of site ecology, species and habitats and how current operational and facilities maintenance interface w/ the natural resources. A spreadsheet for each element required to complete the task, will have specific number of workdays assigned to the elements to be, will accompany the award. For the purposes of summarizing, the total number of workdays allowed for completion of this task is 268 workdays from the date of award. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. This notice is not a request for competitive quotes. The applicable North American Industry Classification Code is 924120 and the size standard is (not-to-exceed) 500 employees. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via e-mail to donna.jones@gsa.gov by 4:00p.m., PST, June 16, 2004. A determination by the Government not to compete this proposed contract based on responses to this notice is soley within the discretion of the Government. Information received willbe considered solely for the purpose of determining whether to conduct a competitive procurement.
