- The objective of this synopsis is for the Internal Revenue Service to issue the formal public announcement of the IRS Building Delegation, Facilities Operations and Maintenance standard competition in accordance with Office of Management and Budget (OMB) Circular No. A-76 (Revised) dated May 29, 2003. Per the instructions of the circular the following information is provided: Agency - Department of the Treasury Agency component - The Internal Revenue Service Six Locations for agreement performance are as follows: IRS Austin Campus, 3651 S. Interregional, Austin, TX 73301-0001 - IRS Covington Campus, 200 West Fourth Street, Covington, KY 41011 - IRS Fresno Campus, 5045 E. Butler Avenue, Fresno, CA 93727 - IRS Ogden Campus, 1160 W 1200 S, Ogden, UT 84201 - IRS Philadelphia Campus,11601 Roosevelt Blvd, Philadelphia, PA 19154 ? IRS Washington Headquarters, 1111 Constitution Avenue, Washington, DC 20224 Type of competition ? Standard Activity being competed - The procurement will obtain facility operations and preventive maintenance and, repair services for buildings, structures, and building equipment located at six U.S. Department of Treasury, Internal Revenue Service (IRS) Campuses Incumbent Service Provider - Federal employees are currently performing the work for the basic services The number of Government personnel performing the activity is approximately 100. Competitive Sourcing Official - Mr. Jesus Delgado-Jenkins Contracting Officer - Mr. Brian F.C. Neiheisel Agency Tender Official Mr. Gray C. Malazzo. Projected end date of the competition ? 10 June 2005. A draft Request for Proposal (RFP) can be found on the IRS Web site www.procurement.IRS.treas.gov (under Business Opportunities). This RFP is being released as a draft however; it is in its formal form. The formal RFP will be officially released upon OMB approval or disapproval of a waiver request to the requirement found at OMB Circular No. A-76, Attachment C, Paragraph B. 4.h. ?MEO Subcontracts.? An amended Federal Business Opportunities will be published announcing the Draft has been removed and the Formal RFP with any and all changes has been posted to the IRS web. The formal RFP will retain the same proposal due date as that stated in the draft. If the formal RFP is significantly different than the draft, an adjustment to the proposal due date will be considered at that time depending, on the extent of the necessary changes to the solicitation and their expected impact on offerors proposal. Any changes made to the RFP during the time period awaiting approval of the waiver will be considered the same as solicitation amendments for purpose of proposal due date extensions and posted to IRS web. In the event of waiver approval, no significant changes to the RFP are expected. The solicitation under this A-76 Competitive Sourcing study will be conducted under North American Industry Classification System (NAICS), 561210 Facilities Support Services, which establishes a small business size standard of $30.0M in average annual receipts. Teaming arrangements, subcontracting and mentor-prot?g? programs are encouraged. All comments should be provided in accordance with Section L of the solicitation. Point of Contact Brian F.C.
