Description
The Government intends to issue Solicitation N65236-04-R-0095 as a sole source commercial item contract pursuant to FAR 13.5 to L-3 Communications Corporation, 644 B, 2000 W., Salt Lake City, UT 84116. This procurement covers the production, integration, and testing of four (4) Tactical Common Data Link-Navy (TCDL-N) Surface Terminal Equipment (STE) ground systems, spare parts, and operator/maintenance instructor training for the Navy Mobile Operations Control Center (MOCC) and Tactical Support Center (TSC) programs. The systems will provide full-duplex, point-to-point line-of-site (LOS) microwave communication between the STE and the TCDL airborne segment (Air Terminal Equipment - ATE equipment). The STE provides the interface between the ground control system and the aircraft's ATE at data rates from 200 Kbps to 45 Mbps. The TCDL-N STE system is the US Navy's primary means for receiving high data-rate tactical and intelligence information (aircraft sensor video, imagery, and text) from aircraft equipped with TCDL-ATE spcifically from the P-3C Orion Antisurface Warfare (ASUW)/Aircraft Improvement Program (AIP) and possible follow-on replacement airframe (Multi-mission Maritime Aircraft (MMA)). L-3 Communications Corporation holds the proprietary rights to these systems and is the only vendor capable of providing this equipment which interfaces with existing units. Therefore, L-3 Communications Corporation is the only available source to provide the necessary units. A Firm Fixed Price commercial type contract is anticipated.
