Description
Notice of Intent Due Date: 30 June 2004. Download Solicitation Package (SF1442): on or about 01 July 2004. Solicitation Package (SF1442) Due on date shown in Block 13A of the SF 1442. Southwest Division, Naval Facilities Engineering Command has extended the current 8(a) Basic Ordering Agreement (BOA) from 24 April 2004 to 25 April 2005 and is seeking 8(a) Developmental Stage firms to add to the pool of existing firms for this BOA. Under the BOA, firms compete on task orders for construction and construction related service requirements pursuant to the U.S. Small Business Administration's (SBA) Memorandum of Understanding (MOU). The purpose of the BOA is to enhance contracting opportunities to qualified 8(a) Developmental Stage firms (in the first four years of the 8(a) program) that are serviced by the San Diego, Santa Ana, Los Angeles, California and Arizona Small Business Administration District Offices. The anticipated types of construction to be provided by qualified 8(a) construction firms may include emergency repairs (broken and leaking water lines, roof leaks, HVAC and other mechanical projects), minor construction projects (exterior and interior renovations, demolition, painting and installing pipelines), design assistance (on-site design solution for emergency calls and design/build services for minor construction items). NAICS Codes 236, 237 and 238 (formerly NAICS 233, 234 and 235) pertain to this BOA. Individual task orders will range between $2,000 and $500,000. The total value of work to be ordered under each BOA contract held by a qualified 8(a) construction firm shall not exceed $3,000,000. The period of performance shall be from 24 April 2004 through 25 April 2005. To qualify for receipt of a BOA contract, each firm must meet the following criteria: (1) Be a certified 8(a) developmental stage participant (in the first four years of the SBA program as of 30 Sep 2004); (2) Be registered in the DoD Central Contractor Registration (CCR) database, http://www.ccr.gov/ including the new SBA Dynamic Small Business Listing; (3) Be assigned to a SBA Business Opportunity Specialist from one of the four SBA Districts (San Diego, Santa Ana, Los Angeles and Arizona). The firm must have a bonafide address within the same district as the Business Opportunity Specialist; (5) Be licensed. (6) Be bonded within a range of $2,000 - $500,000 and (7) Be capable to perform construction work under the NAICS Code series 236, 237 or 238. INTERESTED FIRMS MUST SUBMIT BOTH A NOTICE OF INTENT AND A SOLICITATION PACKAGE (SF1442) TO BE CONSIDERED: Submit Notice of Intent to SWNAVFACENGCOM, Attn: Hal Hayes, Code 02R3.HH, 1220 Pacific Highway, San Diego, CA 92132, or fax (619) 532-3358, or e-mail: Harold.hayes@navy.mil no later than 30 June 2004, 2:00 PM. A late Notice of Intent will not be accepted. Notice of Intent must state the following information: Company name, address, point of contact, phone number, fax number, e-mail address, SBA servicing office and your firm?s primary and secondary NAICS code. In addition, you must provide a statement confirming that you are a certified 8(a) developmental stage participant (in the first four years of the SBA program as of 30 Sep 2004); that your firm is registered in the DoD Central Contractor Registration (CCR) website www.ccr.gov; that your firm is licensed, bonded and capable to perform construction work under NAICS Code 236, 237 and 238. With the Notice of Intent, you must submit a copy of your State Contractor?s License and a letter from your Surety verifying your firm?s bonding. Solicitation Package (SF1442) will be available on the NAVFAC ESOL website, http://esol.navfac.navy.mil/ on or about 01 July 2004. Be sure to download the complete Solicitation package (SF 1442) and read in its entirety. You are required to fill in Blocks 14 ? 20A and Section 00600 Representations and Certification of the SF1442. Submit the Solicitation Package (SF1442) no later than the date shown in Block 13A of the SF 1442 to the above point of contact. Late packages will not be accepted. This is anticipated to be the last offering for the current BOA program. ?end.
