Description
USACECOM is anticipating issuing a Best Value Competitive Request for Proposal (RFP). The RFP Number for this acquisition is W9128Z-04-R-0026 and provides for the acquisition of non-personal services In support of these mission functions, Communicati ons Security Logistics Activity (CSLA) has a requirement for expert Information Systems Security (INFOSEC) and Information Assurance support of a very broad scope. Information Technology (IT) support to the US Army Communications Security Logistics Activit y Future Team in the form of Information Assurance engineering and technical services, which may include the following functional areas: Knowledge and analysis of Information Technology (IT), Information Assurance (IA), Communications Security (COMSEC), El ectronic Key Management and its Infrastructure, and use of Biometrics to include applications, operating systems, Internet/Intranet, physical security, networks, risk assessment, critical infrastructure and continuity, security awareness and vulnerabiliti es. Problem resolution, which requires an intimate knowledge of, or the ability to quickly absorb related technical subject matter relative to COMSEC, INFOSEC, KMI, PKI, IA, IT, Biometrics, and other security systems.Analysis of new and emerging Informati on Assurance (IA), Communications Security (COMSEC), Electronic Key Management and its Infrastructure, and use of Biometrics systems in relation to CSLA??????s mission, technical support and analysis to document organizational information. Support policy and procedures preparation and implementation in relation to the new systems. Identify possible replacements or modifications of legacy IA systems; utilize existing COMSEC, Information Assurance (IA), and Information Technology (IT) specialized training. Support development of Future Mission Programs with responsibility for developing programs, plans, policies, guidance, objectives and standards for new Information Systems Security (INFOSEC), Communication Security (COMSEC), Information Assurance (IA), Bio metrics, Electronic Key Management Infrastructure (KMI) and Public Key Infrastructure (PKI) and other security systems and programs related to the Army Transformation for all COMSEC, INFOSEC, KMI, PKI, IA and other security systems commodities. Coordinates activities with appropriate DOD, HQDA, AMC and CSLA elements in the field and within DOD, HQDA, AMC, CECOM, LRC and CSLA Headquarters which interface with new and evolving Army programs. Apply principles and methods to solutions or applications in suppor t of the CSLA Future Team. The support will include: expertise in all phases of the analysis, design, development, integration, documentation and implementation of IA and weapon systems, knowledge of COMSEC/CCI, Type 2 and 3 commercial-off-the-shelf (CO TS) cryptographic products, IA non-cryptographic products and other emerging security products; research and preparation of technical reports, studies, and related documentation; assistance to the Team Leader by developing spreadsheets, fact papers, recomm endation documentation and by providing updates on a regular basis; preparation and delivery of presentations and briefings at a General Officer level. This acquisition will be totally electronic, therefore NO HARD COPIES OF THE SOLICITATION DOCUMENTS WIL L BE PROVIDED. The NAICS code is 541330. The proposed contract type will be labor hour, cost reimbursable CLINs for travel.. The period of performance includes a 12-month base period with two 12-month option periods.
