- Fort Bragg Directorate of Contracting, Fort Bragg, NC is soliciting quotations for the purchase of the following list of Locksmith supplies. Substitution of manufacturer is not allowed in order for the installation to maintain their current keying a nd locksmith hardware compatibility. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitu tes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is a request for proposal (RFQ), solicitation number DAKF40-04-T-0151. The provisions and clauses may be downloaded at http://www.ar net.gov/far. The requirement is a 100% Small Business Set-Aside. The NAICS code is 444130, with a 500 employee size standard. As authorized under FAR Subpart 13.5, simplified procedures will used to evaluate quotations and award a contract. The requirem ent has thirty two (32) line items. The items specified in Line Items 0001 through 0032 are to be delivered to: PWBC Facility Maintenance Div, Bldg 3-1634, Butner Road, Fort Bragg, North Carolina 28310 within 15 days of contract award. The FAR/DFARS prov isions and clauses as follows apply to the acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items. Offers shall be submitted on the SF 1449. Offeror prices shall be submitted on the Schedule of Supplies and Services. Offerors may downloa d the SF 1449 and the Schedule of Supplies and Services at the Fort Bragg DOC website provided at the end of this synopsis/solicitation. FAR 52.212-2, Evaluation, Commercial Items. The evaluation factors are price and delivery. Offerors shall submit pro posed delivery. The contract award will be made to the responsive and responsible offeror whose offer conforms to the solicitation requirements and provides the best value to the Government. FAR 52.212-3, Offeror Representations and Certifications, Comme rcial Items and DFARS 252.212-7000, Offeror Representations and Certifications, Commercial Items, are applicable to this requirement. Offerors shall include a completed copy of the aforementioned Representations and Certifications with proposals. FAR 52.212-4, Contract Terms and Conditions, Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commerci al Items. In addition to the clauses in paragraph (a), the following clauses in paragraph (b) of the clause apply: 52.203-6, 52.219-6, 52.222-21; 52.222-26; 52.222-35, 52.222-36; 52.222-37; and 52.232-33. DFARS 252. 212-7001, Contract Terms and Conditi ons Required to Implement Status or Executive Orders Applicable to Defense Acquisitions of Commercial Items, with the following clauses in paragraphs (a) and (b) applicable: 52.203-3, 252.225-7001, 252.225-7012, 252.243-7002, and 252.247-7024. In addition to the above, the following DFARS provisions and clauses apply: 252.204-7004; 252.209-7001; 252.225-7000; 252.204-7004, 252.209-7001, and 252.246-7000. Proposals must be submitted in hard copy and shall include the following documents: (1) SF 1449 sig ned by an individual authorized to bind the company; (2) the Schedule of Supplies and Services indicating the proposed price of each line item; (3) a statement reflecting the proposed delivery. Amendments, if any, will be published in the Army Single Fac e to Industry (ASFI) web page and posted to the Fort Bragg DOC web site.
