- Description
- The Department of Health and Human Services (DHHS)/Health Resources and Services Administration(HRSA) intends to contract with, on a sole source basis, the Case Western Reserve University(CWRU), Cleveland, Ohio. This contract, authorized by Title VII, Section 753(a), of the Public Health Service Act, as amended, is needed to establish a Geriatric Education Centers National Technical Assistance Center (NTAC). The CWRU is the lead organization for the data management and evaluation task force for the National Association of Geriatric Education Centers. The CWRU has developed a data management system to provide these services. Any other organization would require an exorbitant amount of time and funds to reproduce the CWRU data management system. The CWRU is uniquely capable and has the personnel experience and information systems resources to carry out all of the tasks of this requirement. This center will serve as the primary focal point to provide technical assistance in the areas of data collection tools, methods, systems and evaluation with a goal to evaluate tertiary outcomes (i.e., the effect of geriatric education and training on patients). The CWRU is deemed the only responsible source capable of providing the services without a substantial duplication of cost to the Government which would not be expected to be recovered through competition. This Justification for Other than Full and Open Competition(JOFOC) is processed under the authority in 41 U.S.C. 253(1), as set forth in FAR 6.302-1. This is not a solicitation. A copy of the JOFOC is on file. A one(1) year contract with a base year and four(4) one year option periods is planned. A JOFOC is on file.
