Statement of Work (SOW) Nomadic System Management, Support and Service for Accessing Unused Portions of Licensed Communication Channels STATEMENT OF WORK As of May 28, 2004 US Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) 1. Task Order Title Nomadic System Management, Support and Service for Accessing Unused Portions of Licensed Communication Channels 2. Background The USDA Natural Resources Conservation Service (NRCS) requires wireless, two-way, high-speed access, State coverage, integration and support services for unused portions of licensed communication channels that support field service personnel, business partners and customers in Texas. Texas NRCS requires nomadic support and services in order to form, operate and maintain a highly specialized enterprise information networking system benefiting the public by aiding NRCS in the protection of natural resources. Hardware, Software and Communications Environment NRCS has an existing hardware, software and communications infrastructure consisting of systems provided by the USDA, an in-house LAN, and communications connectivity with its branch locations, external agencies and clients through an Intranet and other communication appliances such as existing laptop computers. 3. Objective The objective of this Statement of Work (SOW) is to provide Nomadic connectivity for highly specialized enterprise information networking system applications via access to unused portions of licensed communication channels. This will enable application utilization and support amongst the nomadic users with data centers, field offices, business partners and customers. A wireless nomadic solution will be provided that uses the unused portions of licensed communication channels. 4. Scope of Work The scope encompasses contractor support to provide: design, installation, operation, service and maintenance of access to unused portions of licensed communication channels. 5. Specific Tasks 5.1 Task 1 - Contract-Level and Task Order (TO) Management 5.1.1 - Subtask 1 - Contract Level Program Management Provide the technical and functional activities at the contract level needed for program management of this SOW. This shall include productivity and management methods such as Quality Assurance, Configuration, Work Breakdown Structure, and Human Engineering at the Contract level. Provide the centralized administrative, clerical, documentation and other related functions appropriate to this level. 5.1.2 - Subtask 2 - Task Order Management Prepare a Task Order Management Plan describing the technical approach, organizational resources and management controls to be employed to meet the cost, performance and schedule requirements throughout task order execution. 5.1.3 - Subtask 3 ?V In-progress Review Support Provide a weekly report using a bullet and summary format for major efforts provided related to the task requirements. Provide a monthly status report monitoring the quality assurance, configuration management, and security management applied to the task order (as appropriate to the specific nature of the SOW.) 5.2 Task 2 ?V Operations and Maintenance. Design, Installation, Operations, Service and Maintenance of Access to Unused Portions of Licensed Communication Channels The following functional steps should be considered when executing the above task statement: ?V Requirements Analysis ?V Design Pilot ?V Implement/integrate Pilot for four to six nomadic systems ?V Evaluate Pilot The contractor shall provide interconnection for enterprise information networking systems applications and end-user support to NRCS nomadic users. Such support shall be provided on a twenty-four (24) hour basis and shall encompass sufficient resources to effectively serve the needs of the NRCS staff. Such support will include troubleshooting, repair and coordination with internal and external enterprise applications support, including vendors, when required. Level of support will fluctuate as workflow/load fluctuates. The contractor shall provide Nomadic hardware and software training to NRCS users. Contractor shall provide continuous and effective monitoring of access, and ensure timely use of enterprise information networking systems applications. 6. Place of Performance Work shall be performed at NRCS service centers, field locations, system integration sites and vendor locations as required. 7. Period of Performance The initial period of performance shall be for one (1) base year with two (2) option periods of one (1) year each. 8. Deliverables/Schedule A draft Task Order Management Plan will delivered within five (5) days following task order award. Government comments will be provided within five (5) days of receipt of draft. The final Task Order Management Plan will be delivered ten (10) days following task order award. The COTR shall establish an appropriate schedule for all assignments made under this task order. These assignments will be incorporated in the Task Order Management Plan that shall contain the scheduled delivery dates for items to be provided. Monthly Progress Reports shall be delivered by the fifteenth of the month following the covered monthly period. 9. Security In performance of the work, contractor shall abide by all NRCS and USDA requirements for personnel, facilities and information systems security. 10. Inspection and Acceptance Criteria The Contractor shall design and install access to unused portions of licensed communication channels according to a predefined schedule. The government Task Manager, in coordination with the Contractor, shall determine the review process for the design, implementation, and evaluation of the access. The government Task Manager shall determine the system performance criteria. 11. Evaluation Criteria In evaluating proposals, the following factors will be considered, in descending order of importance: ?{ Technical/ Management/Support/Service Approach - Staff proposed - Past performance of work for NRCS or a similar work environment ?{ Program manager experience with NRCS or a similar environment ?{ Task Order Management Plan - Cost 12.
