Description
This is a combined synopsis and solicitation to obtain closing services for acquisition of conservation easements on behalf of the United State of America, acting by and through the Natural Resources Conservation Service in Kentucky. The conservation easements will be for wetlands, grasslands, and other conservation practices in accordance with the Wetlands Reserve Program Grassland Reserve Program and other Farm Bill programs. The contractor shall furnish all personnel, supervision, equipment, tools, and other items and services necessary to perform the work defined in the Performance Work Statement. The contractor shall furnish all closing services, including obtaining title insurance from a title company approved by the U.S. Attorney General. The contractor will perform the same closing services as in a commercial transaction, including disbursement of funds, obtaining deeds and any necessary curative instruments to assure merchantable insurable title in the name of the United States of America to the conservation easement. The majority of the work is expected to be in the western part of Kentucky. The state has been divided into work zones for bidding purposes. Respondents shall submit an offer per zone and not the state as a whole. The contractor is responsible for having a current knowledge of the requirements of Kentucky state law in connection with real estate transactions and title clearance. The NRCS seeks to establish an indefinite delivery/indefinite quantity contract for a base period and four option periods. There is no guaranteed minimum or maximum number of delivery orders to be placed under the contract in any given time period. It is estimated that between 5 to 40 appraisals per year may be needed. The price range is $25,000 to $100,000. This is a small business set-aside. Offers will be evaluated on two levels: 1)Prerequisite Criteria and 2) Additional Criteria. The Prerequisite Criteria is: 1) The Contractor must be an approved agent licensed to perform title insurance business in the state of Kentucky and 2) The title insurance company must be approved by the Kentucky Insurance Commissioner and the U.S. Attorney General. The Additional Criteria is: 1) Proximity to work zone, 2) Past Performance and 3) Price. The evaluation is specified in the Performance Work Statement. Any response that fails to meet the Prerequisite Criteria will not be considered for a contract award. Award will be made to the responsible offeror submitting the quote that provides the best value to the Government.
