Description
Microwave Radio Link System, Nez Perce National Forest, Idaho County, Idaho. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation R1-17-04-025 is issued as a Request for Quotes (RFQ). Responses are due by June 25, 2004, 3:30 p.m., Pacific Time. Set Aside for Small Business. The North American Industry Classification Code is 423690 for communications equipment wholesaling, 500 employees. A quote is requested for four line items. One award will be made for all 4 items. The Government will make a single award under this solicitation. Note: CCR ? a prospective awardee shall be registered in the Central Contractor Registration (CCR) database prior to award. LINE ITEM 01: Licensed point-to-point 900 MHZ Microwave Radio Link System. System will function using 110 V AC Power, must be able to provide control and audio transmission to 5-tone remote control base station radios and one telephone audio line and come equipped with expandability up to 12 total control and audio circuits. Licensed frequencies: Grangeville TX 933.9750, RX 942.9750 MHZ - High Camp TX 942.9750, RX 933.975. Brand name or equal to MDS LEDR 900S microwave radios and MX 2100 multi-plexers and associated cabling. LINE ITEM 02: spare plug and play backup radio, power supply, multi-plexer and associated circuit cards. Backup equipment shall be capable of being used at both the Grangeville and High Camp locations. LINE ITEM 03: equipment installation, set-up and test, site parts list, channel plan, system drawing, repair /maintenance manuals for microwave radios, multi-plexers and all associated equipment. System will link location in Grangeville, ID to a location 5 air miles above Grangeville called High Camp. The High Camp location can be driven to with 4X4 truck and shares clear line-of-sight with the Grangeville location. LINE ITEM 04: Microsoft Windows programming software for radios, multi-plexers and all associated equipment if required. All line items are to be delivered to Nez Perce National Forest, Route 2 Box 475, Grangeville, ID, 83530, FOB destination no later than 90 days ARO; this includes the equipment installation. The Government will award a contract resulting from this quotation to the responsible offeror whose offer conforming to this quotation will be most advantageous to the Government, price and other factors considered. The following three factors shall be used to evaluate offers: technical capability of the item offered to meet the Government?s requirement, price, and delivery time. Pertinent portions of Clause 52.212-1 ? Instructions to Offerors ? Commercial Items, are as follows: As a minimum, offers must show (1) the solicitation number, (2) the name, address, and telephone number of the offeror, (3) a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature or other documents, if necessary, (4) terms of any express warranty, (5) price and any discount terms, (6) ?Remit to? address, if different than the mailing address; and (7) confirmation of ability to meet delivery date of 30-45 days ARO or proposed delivery date. FAR clauses and provisions 52.212-1(Instructions to Offerors ? Commercial Items), 52-212-4 (Contract Terms and Conditions ? Commercial Items), 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial items) apply to this acquisition and are incorporated by reference. FAR Clause 52.211-6 Brand Name or Equal is incorporated by reference.
