Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Part 12.6 as supplemented with additional information included in this notice. The Request for Proposal number is DTCG38-04-Q-410066 and will be available on the ARSC website http://www.uscg.mil/hq/arsc/index.htm along with the entire Statement of Work and National Strike Force Qualification Standards. Follow these instructions. After entering the website, click on Contracting, then Solicitations, then Procurement Support Office. Click on ?View ARSC Procurement Support Office Solicitations.? They will then be forwarded to a technical expert and the question and answer will be placed on the ARSC website. This action will be processed using simplified acquisition procedures. This Request for Proposal incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-23. This requirement is for a 100 percent total small business set-aside. The Applicable North American Industry Classification Standard (NAICS) Code is 611699 with a small business standard of $6M. Statement of Need: This training requirement is to provide personnel assigned to National Strike Force units with hazardous materials response training to meet requirements of OSHA regulations and national consensus standards. The purpose of this training is to obtain contractor training support services to provide (1) one two week Hazardous Materials Technician training course for up to 30 students that meets all requirements in 29 CFR 1910.120(q)(6)(iii), NFPA Standards 472, and the current NSF Response Member (RM) qualification course objectives for HAZMAT TECHNICIAN. The training is part of the Coast Guard National Strike Force Indoctrination training for new NSF members. This training will prepare the strike team to respond to hazardous material incidents safely. The training is scheduled to take place in Novato, California at the Coast Guard NSF Pacific Strike Team (PST). The period of performance for this contract is one base year consisting of two consecutive one week classes to take place from 09 August 2004 through 20 August 2004, Monday through Friday, during normal business hours, 0800 through 1700 PST plus 4 one year option periods through 30 September 2008, each option year to consist of two consecutive one week classes to be held in Novato, California. The Contractor shall adhere to all requirements as stated in the Statement of Work 3.1.1, 3.1.2, 3.1.3, 3.2, 3.2.1, 3.2.2, 3.2.3, 3.2.4, and 3.2.5. The Government shall adhere to all requirements as stated in 3.1.4 , 3.3, and 3.3.1. Proposals will be evaluated under Best Value source selection procedures in the following order of precedence: 1.) Technical experience, mandatory that all instructors have at least 5 years experience as an instructor and shall have experience in responding to hazardous materials releases. Proposals should reflect all experience associated with the training curriculum as provided in the Statement of Work and National Strike Force Qualification Standards. 2.) Past Performance, mandatory that contractors provide a client list covering the last 2 years. Client list to cite points of contact and phone numbers. 3.) Price. Mandatory that contractors provide a total price for base year, total price for option year 1, total price for option year 2, total price for option year 3, total price for option year 4, and grand total price for base year and all 4 option years. All travel, shipping, and miscellaneous expenses to be inclusive in price for each year. The offeror?s technical experience is the most important factor with past performance second and price third. Only technical experience and past performance will be weighted. However, the more technically equal the proposals are, the more important price becomes. The closing date for receipt of proposals is 18 June 2004, 2:PM Eastern Standard Time. The anticipated Award date is 06 July 2004.
