QUESTIONS AND ANSWERS: Question: The original response date in the header sections states that it is June 18, 2004, but in the final section states that the proposal is due NLT 16 July 2004. Could you please clarify which date is correct? Answer: 18 June 2004 is correct. Question: The estimated labor requirements are listed as 1,508 man-hours a year. This does not seem correct based on the requirements. Could you please clarify? Answer: The 1,508 man-hours are correct. That number was based on man-hours associated with the production effort over the past couple of years. The critical element is the company must have an international infrastructure in place to obtain data. Question: The solicitation states that this is a total small business set aside. Does this preclude me from teaming with a large business (if I am the lead) for this proposal/contract? Answer: No it does not. You must read the FAR requirement on Small Business Set-asides. NOTE: THIS NOTICE WAS NOT POSTED TO WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (07-JUN-2004); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
