Description

In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Horiba Instruments to convert a Horiba Instruments MEXA 7100D analyzer bench from raw exhaust analysis to dilute exhaust analysis. Additionally, a Horiba Instruments FIA-721HA Methane Analyzer will be added to the MEXA 7100 D analyzer bench to enable EPA to meet test program requirements with regard to methane. The existing Horiba Instruments, MEXA 7100D analyzer bench is located at the NVFEL facility located in Ann Arbor Michigan. The existing system contains proprietary Horiba Instruments software and equipment. Given the proprietary nature of the software and the necessary integration of physical connections and communications with the existing system, intends to negotiate on a sole source basis with Horiba Instruments. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by June 22, 2004 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
