Description
Award of a fixed price contract for Vegetation Removal and Hydroseeding, S-332C Detention Area, Dade County, Homestead, FL is anticipated. OVERVIEW. Pump Station 332C discharges into the seepage reservoir designated as S-332C Detention Area. The 33 2C detention area is 325 acres with two spillway weirs and fifteen forty-eight inch diameter stop-log risers culverts. Levees surrounding the area are 6-feet high along a 15,995-foot perimeter. The levee has a 12-foot crest width and 1 on 4 side slopes (~2 2 acres). The levee is tied into 332C pipeline wingwalls and reveted side slopes. The north spillway crest is 4.1 feet above detention area grade and the south spillway crest is 5.1 feet above detention area grade. DESCRIPTION OF WORK. This SOW cover task s required to perform maintenance of the S 332C Detention Area until December 2004 or until ownership is transferred to the South Florida Water Management District (SFWMD). Task 1. The Contractor shall mow the existing S-332C detention area levees and pi peline berm (~22 acres) as described in Appendix A ?????? Grass Mowing, Trimming and Edging. Task 2. One week after the mowing is complete, the Contractor shall remove excess vegetation by chemical application along the S-332C detention area banks and levees. Although, Rodeo is a recommended herbicide for spraying, the Contractor shall submit th e herbicide he will use for approval prior to usage. Vegetation removal shall be completed by a maximum of two applications of approved herbicide and coordinated with Corps of Engineers Contracting Officer Representative (COR) George Cooper. Task 3. Thre e to four weeks after the application of the herbicide, the Contractor shall begin hydroseeding detention area levees. Pensacola Bahia is recommended. Contractor shall water it daily for two weeks then decrease to once a month once the government accepts that grass is established. Contractor shall apply seed and establish it as coordinated with COR. Task 4. Contractor is responsible for watering plan to maintain established areas and mowing of detention area banks, levees and pipeline berm in coordinat ion with the SFWMD Homestead Office. Contractor shall coordinate with the COR and SFWMD on mowing cycle until December 2004. Note there are drilled well holes within and outside the detention area to pump ground water into trucks if necessary. Task 5. C ontractor shall remove and dispose the existing silt fences located in the vicinity of S-332B, 332C and 332C. At 332B there is approximately 3 miles of silt fence remaining; at 332C there is approximately 1.5 miles of silt fence and at 332D there is approx imately 3.5 miles of silt fence. The fence is overgrown with vegetation in areas, and could be both greatly deteriorated and intact depending on the area. The farthest point of 332D from the hard road is 6.5 miles, and 11.5 miles from Krome Avenue. A sit e visit to determine the conditions of the fence and the magnitude of the task will be held on 29 June 2004 at 9:00 a.m. Direction to the site visit will be provided in the solicitation. SERVICES. The Contractor shall perform the services indicated in t his Scope of Work, and Appendix A in five distinct phases: a) preliminary mowing, b) vegetation removal, c) grassing/seeding, d) maintenance mowing and e) removal of silt fences. Contractor shall also submit plan for government approval. The RFQ will be issued on or about June 17, 2004 and close on or about July 15, 2004. Solicitation will be issued in electronic format only.
