Description
The Operating Room (OR) Clinical Nurse shall provide nursing duties required to meet the health care service needs required for U.S. Government beneficiaries at the 48th Medical Group (48 MDG), also referred to as the ?medical treatment facility? (MTF). The Operating Room Nurse will be capable of providing Perioperative nursing care for a population that includes all ages of people to include the delivery of care for, but not limited to, the following specialties and services: obstetrics, gynecology, pediatric dental, oral surgery, ear, nose, and throat, ophthalmology, orthopedics, general surgery, endoscopic procedures, and podiatry. Performs basic life support and field triage. Participates with staff members in providing, assessing, and improving a wide variety of customer services/relations and process improvement initiatives. Prepares and submits administrative reports. Orients new personnel as necessary for continuity of services. Enhances the management of all forms of communications. Contractor shall cover the range of OR service/care provided in a civilian MTF. Performance shall be according with the requirements contained in this statement of work (SOW), in accordance with the precepts of the American College of Surgeons, Association of Perioperative Nurses, and professional standards of the Joint Commission on Accreditation of Healthcare Organization (JCAHO). The Contractor shall perform services in accordance with the ethical, professional, and technical standards of the healthcare industry and the Air Force Medical Services. PERFORMANCE PERIOD: 14 June - 23 July 2004 1.2.8. EDUCATION AND TRAINING REQUIREMENTS. 1.2.9. FORMAL EDUCATION. The Contract Provider must have graduated from a nursing school approved National League of Nursing program. 1.2.10. LICENSE/REGISTRATION. The contract provider shall possess a valid unrestricted license to practice nursing from one of the 50 states or Great Britain. This license must be renewed as necessary and is the responsibility of the contract provider to show proof to the MTF of this ongoing licensing. 1.2.11. EXPERIENCE. The contract provider shall have at least one year Perioperative nursing experience during the past five years. The contract provider will also possess excellent oral and written communication skills, interpersonal skills, and have working knowledge of computers, specifically the Internet, Microsoft Word, and Windows 2000. 1.2.12. TRAINING VERIFICATIONS. Copies of the following will be submitted within 7 days of receipt of notice of contract award. 1.2.12.1. Valid, current, unrestricted state nursing license to be verified by Education and Training 1.2.12.2. Copy of current Basic Life Support (BLS) mandatory 1.2.12.3. A list of all states in which contract RN currently holds or has held a license to practice nursing services. Copies of the following training will be submitted within 7 days of notice of contract award. 1.2.12.4. Copy of current completion of Advanced Cardiac Life Support (ACLS) Class. 1.3. HEALTH REQUIREMENTS: 1.3.1. Certification of current physical examination for each employee will be completed. The certification shall contain a signed statement by the examining physician stating that the employee is free of any contagious diseases. Physical examination must be current as of 12 months prior to application for employment. 1.3.2. Contract personnel providing services under this contract shall receive a pre-employment physical examination prior to commencement of work and annually thereafter. Health care providers shall report to the MTF physician to receive a pre-employment examination and immunizations/shots prescribed by the MTF. 1.3.3. Not later than three (3) working days prior to commencement of work, certification shall be provided to the contracting officer?s representative that health care providers have completed medical evaluation required above. This certification shall state the date on which the examination was completed, the doctor?s name who performed the examination, and a statement concerning the physical health of the individual. The certification shall also contain the following statement: ?(name of contract employee) is suffering from no contagious diseases to include but not limited to Tuberculosis, Hepatitis, and HIV.? 1.3.4. Also, as a condition of employment, OSHA requires that all contract personnel who will have occupational exposure to blood or body fluids, or other potentially infectious materials, shall receive Hepatitis B vaccine, sign a voluntary declination, or have documented proof of immunity to Hepatitis B infection. Personnel who sign declinations may change their minds at anytime and receive the Hepatitis B vaccine without penalty. 1.3.5. It is the contractor?s responsibility to report (to the appropriate MTF staff member) all information necessary to assure hospital records can be maintained correctly, and therefore comply with the JCAHO, OSHA, and CDC health records requirement. 1.4. EMERGENCY HEALTH CARE. The MTF will provide emergency health care for contract personnel for injuries occurring while on duty in the MTF. 1.5. HOURS OF OPERATION. Duty days will be Monday through Friday, 0700 until 1530 excluding federal holidays and any other military sponsored wing holidays. Compensation will not be provided for holidays or wing down days. There is a thirty minute, non-compensated lunch break, with the time of that break coordinated with other OR nurses to provide safe and timely patient care. The Government shall notify the contract provider of required workdays by the 10th of each month of the preceding month. 1.6. ON CALL/AFTER DUTY RESPONSE TIME. The contract employee shall not be required to provide on call or after duty response.
