- Description
- This acquisition is to provide refuse collection/disposal and recycle requirements for the United States Air Force Academy (USAFA), Farish Memorial and Saylor Park, CO. The contractor shall provide all management, labor, equipment and vehicles (with the exception of government-furnished equipment) necessary to provide refuse collection/disposal and recycle requirements. The performance period is one year from 1 Oct 2004 plus four one-year options that may be exercised unilaterally by the Government. This acquisition will utilize the Performance Price Trade-Off/Technically Acceptable (PPT) technique for a best value award decision. Price and Performance risk may be traded off, one against the other. The applicable NAICS code is 562111 and a small business size standard for this solicitation is one where the average annual receipts of the concern and its affiliates for the preceding three fiscal years does not exceed $10.5M. Pursuant to FAR 19.10, this solicitation is being competed unrestricted under the Small Business Competitiveness Demonstration Program. All responsible sources may submit a proposal, which shall be considered by the agency. Women-owned and small disadvantaged business concerns are encouraged to submit offers. A Small Business Subcontracting Plan is required to be submitted with proposals received from large businesses. In accordance with DOD policy, all contractors must be registered in Central Contractor Registration (CCR) in order to receive an award. It is anticipated that the Request for Proposal (RFP) will be issued on/about 21 Jun 04 and posted on the Government?s Electronic Posting System at http://www.eps.gov. This solicitation will be available by Internet only and solicitation documents will not be available by any other means. Funds are not currently available for this acquisition and award is subject to Availability of Funds for Fiscal Year (FY) 2005.
