Description
Amendment No. 0001 is attached (Cover page SF-30, and revised Section M. The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) is soliciting proposals in the following area of flight safety research entitled, Software and Digital Systems Safety. This serves as a Public Announcement and a Request for Offers. SDSS Research focuses on maintaining or improving aircraft safety in the area of advanced flight-critical digital (software-based and programmable logic-based) airborne systems technology, to assist in understanding and assessing how this technology may be safely employed in flight-essential and flight-critical systems such as fly-by-wire, augmented manual flight controls, navigation and communication equipment, and autopilots. There are three (3) Task Areas in the statement of work (SOW): Task 001: Evaluation Criteria for Databuses; Task 002: Local Area Networks in Aircraft; and Task 003: Requirements Engineering Management. This solicitation will allow for award by Task with the potential of three separate contracts. The Technical evaluation will be based on three (3) factors: (1) Technical Approach; (2) Relevance to Aviation Safety; and (3) Research Performance Competence. Offerors will be required to submit separate technical and cost proposals for each task bid. For evaluation purposes, technical is considered more important than cost. Only technical proposals with a technical rating of Outstanding or Highly Acceptable will be considered for award. Interested parties responding to this Solicitation are directed to the attached SIR (SF-33 Cover Sheet  page 1, and pages 2 through 58, and 6 Attachments). All questions/inquires must be provided in writing to Anna M. Marinaro at anna.marinaro@faa.gov, not later than June 2, 2004 by 2:00 P.M., local time. Proposals are due no later than June 14, 2004, at 2:00 P.M., local time.
