Description
It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis with the Center for Public Service Communications (CPSC), Arlington, VA. to procure technical and programmatic support services in support of SIS outreach projects, including the Environmental Health Information and Outreach Project, Tribal projects, international projects, and outreach and health information technology initiatives of Historically Black Colleges and Universities and other Minority Educational Institutions and other special populations. NLM's Specialized Information Service (SIS) Division provides environmental health and toxicology information to health care providers, medical librarians, and professionals in health agencies and other health organizations. SIS provides the information through specialized databases focusing on toxicology, chemical and HIV/AIDs information, publications, and a variety of community outreach initiatives. The main goal of the SIS is to increase awareness and use of NLM's medical and health information products and services, especially within minority and other specific populations in order to strengthen and modernize biomedical research and community health, training and applications and reduce health disparities. Tasks to be performed under this procurement include: 1) Identify opportunities to increase awareness and use of SIS information, databases and other services and products among minority and other specific populations. 2)Provide technical and programmatic support for SIS outreach projects and wehen necessary, conduct or participate in assessments of these programs. 3)Provide technical and programmatic support to SIS in collaboration with other federal agencies, including the National Aeronautics and Space Administration, the Department of Health and Human Services Office of Minority Health, Office of Global Health Affairs, and the Office for the Advancement of Telehealth. CPSC is uniquely qualified to perform the above tasks by virtue of the knowledge, expertise, and experience it has acquired. CPSC has provided guidance and expertise to public and private sector clients in the highly specialized fields of applying telecommunications and information technologies in health, education and other public services. CPSC has a proven depth of knowledge of U.S. and international telehealth and humanitarian assistance issues and contacts within all levels of the fields and possesses a historical perspective unmatched by other organizations or individuals. CPSC has worked regularly as a telehealth contractor and advisor to numerous U.S. Government agencies and has been coordinator of the Congressional Ad Hoc Steering Committee on Telehealth. CPSC has convened several notable conferences that have focused high-level attention on issues related to telehealth. CPSC was Principle Investigator for assessment of health applications of telecommunications and information technology within and among minority health professions schools (Funded by National Library of Medicine and the Office of Minority Health on behalf of the Minority Health Professions Foundation). CPSC has conducted program reviews for the NLM including a review of major policy studies, task force reports, and legislative activities in the area of telehealth. CPSC also works regularly with many international organizations and is recognized by them as a world leader in the fields of health information technology and humanitarian assistance. The proposed acquisition is a small business set aside, and will be procured under FAR Part 12 Acquisition of Commercial items. This is not a Request for Quotation (RFQ), nor is an RFQ available, however all responsive sources may submit a capabilities statement which will be considered by the NLM. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services as specified above. All capabilities statements received in response to this notice will be evaluated based on the following evaluation criteria: Criterion 1: Relationships with specific populations and organizations (60%) : Evidence of established significant and ongoing relationships with the populations and organizations with which NLM is particularly interested working on health information outreach. These populations include Native Americans (American Indians, Native Alaskans, Native Hawaiians), refugees, African Americans and others. The organizations include those associated with the specific populations, minority serving educational institutions, appropriate offices in federal agencies and international organizations. Criterion 2: Knowledge of SIS and NLM (25%) : Familiarity with NLM and SIS products and services, including an understanding of the various uses to which they might be put, how the various populations might use them, and how they fit with other health information, health promotion, and health care activities going on in minority populations of specific interest to NLM. Criterion 3: Evaluation and Analysis (15%) : Minimum 3-5 years experience and expertise in assessment and analysis of health information and outreach programs and activities, including telehealth, and minority programs. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
