- Description
- This is a Pre-Solicitation Notice. There is no solicitation available at this time. The Defense Threat Reduction Agency (DTRA) plans to release a Broad Agency Announcement (BAA) on or about 11 June 2004. Research and Development is being sought in the area of Denied Area Navigation Systems. Multiple awards are anticipated. The objective is to research and develop a navigation system capable of precisely navigating and mapping over long distances for long periods in areas where GPS signals are not accessible. The system should be capable of providing detailed measurements sufficient for producing volumetric calculations. The system should be capable of operating for up to eight hours and maintain a two percent (2%) accuracy rate over the total distance traveled while in a three-dimensional (3D) environment. The maximum error rate should be no greater than 30 feet. The system should be lightweight (maximum weight of 15 lbs.) and easily carried or worn by the operator. The system should be capable of functioning in all climate conditions. The system should include standard navigation features such as waypoints, routes, and selectable map icons. Additionally, the choices of datum, grid, and ability to correlate with multiple devices to create 3D mapping are desired. The navigational system should be capable of incorporating GPS or external map data updates to reduce errors. Additionally, the system should be capable of ?uploading? and ?downloading? information to different navigational devices, communication devices and planning programs. The mapping function should have the capability of mapping large areas and exporting computed navigation data and maps by various media. The mapping software should be MS Windows compatible, capable of displaying selected objects (e.g., icons) and vectors with dimensions. The mapping and navigational display should be of high resolution and be readable in no light and low light conditions. Additionally, the high-resolution display should be compatible with night vision devices. Specific information regarding the format of submissions, contents, schedules, and evaluation criteria will be provided with the BAA. The estimated release date for the BAA is 11 June 2004. This announcement in no way commits the Government to issue a solicitation or make a contract award(s).
