- Supplemental A/E Professional Services for Various Locations in Cook County, Illinois, SOLICITATION NUMBER GS-05P-04-GAC-0109 THIS PROCUREMENT IS A SET ASIDE FOR SMALL BUSINESS NAICS CODES ARE 541330, 541310 Size Standard $4 Million Dollars General Services Administration (GSA) has a need for a contractor to provide full service supplemental architect/engineer services based on, but not limited to, the issuance of work orders for the preparation of designs, plans, specifications, estimates, record drawings, miscellaneous studies and reports, interior design and space planning, surveys, and construction inspection services for projects within the geographic borders of the State of Illinois, Cook County. Projects may also involve work in specialty areas such as alterations in historic buildings or asbestos abatement work. The duration of the base contract will be for one (1) year. The contract will include a provision for four (4) options; each option may extend the contract for an additional one year. Services may include assisting the GSA staff in ?in house? design and construction inspections. Other construction related services that may be awarded include land construction inspections. Other construction related services that may be awarded include land surveys, and material testing services (including concrete, structural steel, soils testing, comprehensive subsurface investigations and structural studies of existing buildings). Disciplines and services required may include architectural, electrical, mechanical, structural, civil engineering, communications, energy conservation, cost estimating, elevator design, fire safety and hazardous material consultant services. Design services will include Green/Sustainable design with a goal of LE.E.D. Certification for select projects, use of recycled/recovered materials is a requirement for every design project where applicable and wherever effective. The maximum amount payable under this contract through Delivery Orders is one million dollars ($1,000, 000) per year. Consideration will be limited to firms having an existing active design production office within the geographic limitations of the State of Illinois, Cook County. Each member of any proposed joint venture must have an existing design production office within the designated geographic limitation, Joint venture of firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality design effort. In addition, all firms and their consultants must 1) Have in-house computer aided design (CAD) capabilities (compatible with the latest version of AutoCAD; 2)Prepare all specifications electronically (compatible with the latest version of Microsoft Word) for projects under this contract using the AIA Masterspec and ; 3) Prepare all estimates electronically (compatible with the latest version of Microsoft Excel). Consideration for selection will be based upon the following evaluation criteria categories: 1) Project Team (20%): Key Personnel, Qualifications, and relevant experience as individuals and as a team; 2) Design Management (30%): Project management plan, facilities, capabilities, and techniques; 3) Design ability (25%): visual and narrative evidence of team?s ability with respect to innovative design solutions; 4) Experience (25%): Performance on similar projects. In determining pricing for A/E work order, the Government may use the fixed price amounts provided in the, ?Supplemental Look Up Table for pricing Work Orders?. This table will be provided to the A/E during initial contract negotiations. However, the Government reserves the right to award a contract based on negotiated hourly rates only. In accordance with the Supplemental Information published in the Federal Register on June 1, 2004, Standard Forms 254 and 255 are no longer to be used in conjunction with Architect-Engineer contracts. A new form, Standard Form 330 (Architect-Engineer Qualifications) is substituted for the obsolete forms. The Standard Form 330 must be received no later than thirty (30) calendar days, 4:00 pm Standard Central Time, from the date of publication of this notice. If the 30th day falls on a Saturday, Sunday or US Government holiday, responses must be received by 4:00 pm (Central Time) on the next government business day.
