Description
The General Services Administration is seeking information for planning purposes only. This notice shall not be construed as a solicitation or as an obligation of needs of the Government. This is a market survey to locate potential sources to include large and small businesses capable of providing local telecommunication services. GSA will not award a contract on the basis of response received nor otherwise pay for the preparation of any information submitted in response to this announcement or for use of such information. Acknowledgement of receipt of response will not be issued. GSA shall not be required to provide Respondents with results of GSA?s evaluation of the information received. No basis for claims against GSA shall arise as a result of a response to this Sources Sought/Request for Information or GSA?s use of such information as part of our evaluation or in developing specifications for our requirements. The applicable NAIC code is 517110 (Wired Telecommunication Carriers). The small business size standard under the NAIC code of 517110 is 1,500 employees. The Government intends to use Commercial off the Shelf Technology in accordance with FAR Part 12. GSA is seeking to identify qualified contractors to include large and small businesses capable of providing local telecommunication services. GSA?s requirements for local telecommunication services are as follows: this acquisition is intended to encompass local telecommunication services for various federal sites within the states of New York and New Jersey, including, but not limited to, voice, data, video, broadband, and messaging services. The type of services include, but are not limited to, circuit switched services (i.e., analog, ISDN Basic Rate Interface (BRI), ISDN Primary Rate Interface (PRI), switched channel T-1), dedicated un-channel T-1, DSL, ISP access, etc. Mandatory geographic coverage areas within New York State are as follows: Albany, Syracuse, Rochester, Utica, Guilderland, and Binghamton. Optional coverage within New York State includes cities and counties outside of mandatory coverage area. Erie County and the New York City metropolitan area (i.e., New York City, lower Westchester County, Nassau County, and Eastern Suffolk County) are excluded. Mandatory geographic coverage areas within New Jersey State are as follows: Counties of Camden, Burlington, Essex, Hudson, Mercer, Middlesex, Monmouth, Morris, Union, and Passaic. Optional coverage areas within New Jersey State are cities and counties outside of mandatory coverage area. Prospective Contractors responses to this announcement shall contain a Title Page and Synopsis of experience and capabilities. The Title Page should contain the contractor?s name, address, date of response, the name and telephone number of the author and/or other points of contact, the Respondent?s business size (i.e., a large or small business) under the NAICS code of 517110. The Synopsis should provide evidence of the Respondent?s experience in providing similar services and briefly summarize the capabilities of the Respondent to satisfy the above requirements for the mandatory geographic areas either in the State of New York and/or the State of New Jersey. The Title Page is to be no more than one (1) page; the Synopsis shall not exceed two (2) pages. Respondents must provide the information in writing via email to the 2 Contracting Officer?s Technical Representatives no later than 5:00 PM EST, June 21, 2004.
