- THIS IS A PRE-SOLICITATION NOTICE. 1. CONTRACT INFORMATION: The Nashville District U. S. Army Corps of Engineers intends to award a Firm-Fixed-Price Contract for the rehabilitation/replacement of the Lock controls, operator benchboards, and other related ancillary components for the Nickaja ck Auxilliary Lock located at mile 424.7 of the Tennessee River. The solicitation, RFP # W912P5-04-R-0018 will be a negotiated solicitation. 2. PROJECT INFORMATION: The Contractor will furnish all labor, management, administration, on-site information s urveys, engineering, design, computer-aided design and drafting (CADD), programming, start-up and commissioning, and on-site training services; on-site installation; fabrication/assembly; transportation; packaging and shipping; materials and equipment nece ssary for a complete rehabilitation of the existing Nickajack Auxiliary Lock control system and specified electrical equipment with a new personal computer (PC)-based electronic control system and new specified electrical equipment in accordance with the s pecifications contained within the solicitation and the Contractor??????s subsequent design. Contractor personnel shall perform all installation, programming, start-up, and commissioning in accordance with these specifications, the design and installatio n plans, and the Contractor-furnished materials and equipment necessary for the complete rehabilitation. 3. SUBMISSION INFORMATION: The solicitation will be competitively awarded using a two-phase design-build selection procedure based upon the evaluati on criteria established in Section M of the Request for Proposal.
