- The Air Force Flight Test Center (AFFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to The Learning Trust dba Strateva Solutions of 19800 MacArthur Blvd. Irvine, Ca. This acquisition is unrestricted. The Standard Industrial Classification Code is 7372. The NAICS code is 511210. The following items will be procured: Geneva Vision Strategist and Vision Synergy Annual License. Enterprise License includes all the following physically located on Edwards AFB: (1) United States Government and subordinates organizations; (2) Military members; (3) Government civilian employees; (4) Contractors and contractor employees who support the members of group 1, 2, and/ or 3 listed above. Enterprise License includes the following not located at Edwards AFB: (1) All organizations and persons whose chain of command or chain of supervisors include AFFTC/CC. Additional Terms: (1) Hotline support and free upgrades throughout license term; (20 Payment terms are Net 30. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. In addition, the response should include Offeror Representations and Certifications -- Commercial Items in accordance to FAR 52.212-3. If the offeror does not have a copy of this provision, go to www.arnet.gov to get a copy or contact the contract specialist by email to receive a copy. Any responses received without 52.212-3 will be considered non-compliant. Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is June 21, 2004. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, June 17, 2004. Responses should be submitted to: Directorate of Contracting, AFFTC/PKS (Chantel Pee), 5 South Wolfe Avenue, Building 2800, Edwards AFB, CA 93524-1185, Fax: (661) 275-9628. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the above referenced response date. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Facsimile responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored.
