- General Information The revised draft Statement of Objectives (SOO) for the Missile Defense Agency (MDA) Mission Assurance and Administration for the Director of Safety Quality and Mission Assurance under RFQ HQ0006-04-Q-0006 has been posted to the MDA Business Acquisition Reporting Bulletin Board (BARBB), Notices to MDA Contractors, Basic Support Services Program (BSSP), Current Procurement Opportunities: http://www.acq.osd.mil/bmdo/barbb/cssss.html. This requirement is set-aside/reserved for Small Business participation under NAICS 541710, Professional, Scientific, and Technical Services, with a size standard of 1,000 employees. MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. All small business respondents shall confirm that their size status is small on both their applicable GSA FSS contract and under the NAICS code size standard. Interested GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotations package within the next (4) four weeks after this announcement?s due date, with offers due approximately four (4) weeks later. The resultant order will consist of a hybrid Firm-Fixed Price support services contract line item and an Other Direct Cost (ODC) CLIN. The term of the order with options is anticipated to be at least 1 base with 3 options. There will be 14 positions on-site at MDA Headquarters currently at Arlington, VA, requiring SECRET & TOP SECRET clearances, and 1 position off-site at Albuquerque, NM, requiring SECRET clearance. Interested business firms are invited to submit to the contracting office as early as possible, but not later than June 09, 2004, a three page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1) Specific, related past/current NASA and/or DoD experience related to this requirement 2) Management approach in managing on-site staff, retention/replacement, authority, responsibilities, and quality control, and 3) personnel qualifications and experience. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule. Segregate this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact within your firm, including the respective telephone numbers and email addresses of those individuals. All information must be contained within the three-page capability statement limit. Responses may be provided electronically, in hard copy, or both. Submit electronic submissions to Diane L. Knight c/o: mdaopps@caci.com. MDA will not acknowledge receipt of capability statements. If a receipt is desired, business firms should submit their statements electronically and select ?read receipt request? from their electronic mail options. Acceptable sources must hold a GSA Schedule, qualify under the applicable NAICS, and be able to provide 20% of personnel requiring TOP SECRET clearances and 100% of personnel requiring secret on task order start date (approximately 30 days after task order award date) and 90% within 60 days of award.
